Policy Research On The Coordinated Development Of High Smog Pollution Industries And Economy In The Beijing-Tianjin-Hebei Region From The Perspective Of Supply And Demand

The Chinese economy has moved from the pursuit of high-speed growth to the pursuit of quality and profitable growth.The industry has transformed to a green development model.However,the surrounding areas of Beijing-Tianjin-Hebei region have gathered a large number of steel,cement and other industries,which are discharged into the air.A large amount of harmful exhaust gas has caused serious air pollution,formed a high-smog pollution industry,and affected the healthy development of the region.The coordinated development of high-smog pollution industries and the economy is a coordinated linkage of steady economic growth and the gradual improvement of atmospheric environmental quality.The policy for the coordinated development of high-smog pollution industries and the economy is perfect,which is conducive to promoting industrial clean production and reducing pollution emissions,which is in line with the economy.High-quality development is required to realize the green and circular development of the industry.However,the current policy system for the coordinated development of high-smog pollution industries and the economy in the Beijing-Tianjin-Hebei region is imperfect,and there are problems of excessive or insufficient supply.The effect of policy implementation is not significant,the efficiency of industrial upgrading and transformation is low,and the quality of policy supply needs to be improved.The thesis studies the policy supply and demand for the coordinated development of high-smog pollution industries and the economy in the Beijing-Tianjin-Hebei region,with a view to providing a basis for related policy optimization,promoting industrial transformation and upgrading,improving the quality of economic development,and realizing regional high-quality development.The thesis adopts literature analysis method,content analysis method and other research methods,with policy supply research,policy demand research,policy supply and demand matching research,and policy optimization as the research path.The policy supply evolution of the coordinated development of high-smog pollution industries and the economy has been systematically sorted out since 1978.Taking the five aspects of finance,taxation,finance,and public service policies as the basic dimensions,a policy element system for the coordinated development of high-smog pollution industries and the economy in the Beijing-Tianjin-Hebei region has been constructed,and a survey questionnaire with good reliability has been designed.An empirical investigation was conducted to understand the policy needs of the BeijingTianjin-Hebei region for the coordinated development of high-smog pollution industries and the economy.Establish a policy supply and demand matching model,conduct statistics on supply policies to obtain supply sequence values,use the results of questionnaires to obtain demand sequence values,calculate policy supply and demand matching,and design policy supply and demand matching evaluation standards to grasp the matching of policy supply and demand in the Beijing-Tianjin-Hebei region Present situation,and put forward optimization suggestions from five policy dimensions.The main results of the thesis are as follows:The first is the investigation of the supply of high-smog pollution industries and economic coordinated development policies in the Beijing-Tianjin-Hebei region.An analysis of the supply of relevant policies since 1978 shows that various policies have gone through stages of germination,initiation,development and improvement.The number of policies has gradually increased and the content of policies has gradually enriched.However,there are still unreasonable policy supply structures and a high degree of public policy supply.Taxation policy and financial policy supply is relatively low.The second is the assessment of the degree of policy needs.An investigation of the degree of policy demand in the Beijing-Tianjin-Hebei region found that the demand for technology policies is the highest,the demand for fiscal,taxation,and financial policies is medium,and the demand for public service policies is the lowest.The results of the analysis of variance show that the provinces and cities of Beijing,Tianjin and Hebei have obvious differences in the degree of demand in terms of fiscal policies,technical policies,and public service policies.The third is the analysis of the matching degree of supply and demand between the high smog pollution industry and the economy in the Beijing-Tianjin-Hebei region.Through the analysis of policy supply and demand matching,the results show that the excellent matching is the fiscal policy,the good matching is the tax policy,he barely matching is the financial policy and technical policy,and the out of balance is the public service policy.Finally,based on the results of the policy supply,demand and matching situation in the Beijing-Tianjin-Hebei region,the optimization suggestions for the above five types of policies in the Beijing-Tianjin-Hebei region are proposed.
