| In the process of China’s urbanization,large-scale Population Gathering has promoted the rapid development of China’s regional economy in a short time. However, the effect of population agglomeration on local economy of scale also brings negative effect on local environment, and ecological environment becomes the short board of regional sustainable development. In view of the environmental problems, the 14 th five-year plan put forward a new outlook, the future should focus on enhancing the efficiency of haze pollution control, coordinated control of atmospheric environment and climate. From the perspective of time and space evolution, the coupling degree of smog pollution and population agglomeration is different in different regions of China.Different consumption patterns and production patterns are accompanied by different population agglomerations in different stages, which will produce different environmental effects. Therefore,it is necessary to study the mechanism of haze pollution in order to better formulate the corresponding preventive and control measures.Based on the theory of environmental economics, this paper uses the population density variable as an indicator of population concentration, and selects the panel data of285 prefectural-level cities from 1998 to 2016,focusing on the threshold effect of population concentration on haze pollution,a comprehensive study on the impact of population concentration on environmental pollution in different cities. The results show that the population concentration in the cities has a double threshold effect on the smog pollution, the threshold is 6.279 and 6.545,that is,when the urban population density is below 533 people/square kilometer, the economic development will aggravate the smog pollution; When the population density is between 533 people/km2 and 696 people/km2 or above 696 people/km2,the economic development can improve the environmental pollution.Other factors affecting environmental quality, such as population size, foreign direct investment,built-up area, secondary production ratio, were all significant and positive at 1% level, which aggravated the pollution discharge.Employment Density, science and technology expenditure, industrial wastewater discharge rate and urbanization level can restrain the environmental pollution, which is in accordance with the expected results. As one of the most economically developed regions in China,Jiangsu Province has a single threshold effect on the impact of urban population concentration on smog pollution, with a threshold value of 6.466,that is,when the urban population density is less than 643 people per square kilometer, economic Development Exacerbates smog pollution, and when the population density is greater than or equal to 643 people per square kilometer, economic growth has a mitigating effect on smog pollution. There is a significant threshold effect between population concentration and smog pollution in both cities and Jiangsu Province. In order to implement the contribution target of China to climate in 2030,this paper proposes that the positive effect of population agglomeration on environment and the negative effect of population agglomeration should be maximized in urban development planning. For cities with low population density, appropriately promoting population concentration and raising the level of regional economic concentration will help to slow down the emission of environmental pollution;for cities with high population density, adjusting the population structure in some areas,to avoid excessive population agglomeration and irrational economic agglomeration effects on the environment have a negative impact.Government departments should coordinate the economic cooperation among different regions in a timely manner, adhere to the road of green urban development, rationally adjust the industrial structure and optimize foreign investment when solving the population and environmental problems as a whole, and to enhance public awareness of environmental protection, together effectively control smog pollution. |
