Study On Ecological Compensation Of Xin’Anjiang Valley

Based on the general goal of building China into a great modern socialist country in the new historical stage,the construction of ecological civilization has become an important task in the present stage,and the watershed ecological compensation system is one of the key links.For the protection of the ecological environment of the river basin,it is necessary to establish a long-term ecological compensation mechanism of the river basin,so as to enhance the policy effect of ecological compensation of the river basin.The report of the 19 th National Congress points out that the principal contradiction in our society at this stage is the contradiction between the people’s growing needs for a better life and unbalanced and inadequate development,it is pointed out that the regional development is not balanced in China at present.At the same time,the topography of our country is high in the west and low in the east,which causes most of the main rivers in our country to flow from west to east,and in addition,the level of economic development in the east,middle and West regions of our country is gradually decreasing,as a result,economic development in the upper reaches of the basin is generally lower than that in the lower reaches.Based on the urgency of watershed ecological protection and the imbalance of upstream and downstream development,this paper studies whether the ecological compensation policy can promote the coordinated development between upstream and downstream areas.The policy of “Construction of Xin ‘an river-Qiandao Lake experimental area”indicates that the focus of ecological compensation in the Xin ‘an river basin lies in the coordinated treatment and protection of the water environment,the transition to the upper and lower reaches of the river basin gradually forms the coordinated development of complementary advantages;because the policy effect of the river basin ecological compensation on promoting the coordinated development of the upper and lower reaches can not appear in the short term,the Xin ‘Anjiang River basin,as the earliest watershed where the ecological compensation policy was implemented in China,can get more data,so this paper chooses the Xin ‘Anjiang River basin as the assessment object.Firstly,the background and evolution of ecological compensation policy in Xin‘Anjiang River basin are sorted out,and its comprehensive benefit index is analyzed,considering that the implementation of the policy can promote the economic,ecological and social benefits of the upper and lower reaches of the river basin,and then measuring whether the policy can promote the coordinated development of the upper and lower reaches,the results show that the policy can not promote the development of the upper and lower reaches,it could even widen the gap between the upper and lower reaches of the basin.Therefore,this paper analyzes the current situation and theoretical contradictions of the ecological compensation policy in Xin ‘an river.The main reasons are as follows: the form of ecological compensation is rigid,the ecological compensation is not sustainable;The current compensation standard measurement way is too simple,the compensation standard is low,the compensation fund is insufficient,the compensation main body is unitary,lacks the social capital inflow.Then based on the theory of ecosystem service value,this paper calculates the ecological compensation fund standard of Xin ‘Anjiang River basin,and puts forward a more scientific and reasonable standard calculation method.Finally,in view of the above-mentioned problems,policy suggestions are put forward: to relax the restrictions on the use of ecological compensation funds and broaden the ways of ecological compensation;to construct dynamic criteria for ecological compensation in river basins and give full play to the role of the government;and to broaden the sources and channels of ecological compensation funds,we will promote the coordinated development of river basins,strengthen the construction of river basin ecological compensation systems and implement integrated management.
