Research On Long-term Anagement Echanism Of Rural Domestic Garbage Classification

The classification of rural domestic garbage is an important link in the construction of rural ecological civilization and an important prerequisite for realizing the vision of rural revitalization "rural beauty".The classification of domestic garbage in my country is mainly concentrated in cities.Shanghai and Beijing have successively issued corresponding laws and regulations to compel residents to separate waste,and environmental sanitation has been greatly beautified.In contrast,in the vast rural areas,there is generally only waste collection and treatment,systematic living garbage classification has not yet started,and the ideology and related measures are relatively behind the cities.This not only further deteriorates the rural living environment,but also exacerbates the polarization of urban and rural development.Therefore,it is extremely urgent to do a good job in the classification of domestic garbage in rural areas.To realize the classification of domestic garbage in rural areas,it is necessary to strengthen scientific management to form a long-term management mechanism for classification of domestic garbage.On the basis of clarifying the necessity and feasibility of rural domestic garbage classification,this paper clarifies the main content of the long-term management mechanism of rural domestic garbage classification,which are organization mechanism,operation mechanism,incentive mechanism,supervision mechanism and coordination mechanism.Then,using the interview method,questionnaire survey method,and field survey method,the empirical analysis of the long-term domestic garbage classification management mechanism in Liangfang Town was carried out,and the current status of domestic garbage classification in Liangfang Town was introduced,and the “environmental protection hut in Tianxin Village” was introduced.The pilot situation of domestic garbage classification,the results achieved by the domestic garbage classification of Liangfang Town and the problems in the long-term management mechanism.Based on the comparative study of the long-term model of rural domestic garbage classification in Pujiang Distinct and Lianhua Distinct,this paper puts forward several countermeasures to build a long-term management mechanism of rural domestic garbage classification: First,standardize the organization mechanism of rural domestic garbage classification,including management follow organizational boundaries and leadership functions,establish a top-down rural domestic garbage classification community,and implement a pilot and demonstration system for rural domestic garbage classification;Second,improve the operational mechanism of rural domestic garbage classification,including increasing financial support and improving market-oriented operations;The third is to consolidate the incentive mechanism of rural domestic garbage classification,including increasing the frequency and intensity of small material incentives,tapping the inner driving force of spiritual incentives,and improving the "three random" performance evaluation system;The fourth is to implement the supervision mechanism for the classification of rural domestic garbage,including the effective implementation of administrative supervision functions,strengthening the supervision of village regulations and folk agreements,and the introduction of third-party agencies to carry out supervision;The fifth is to build a collaborative mechanism for the classification of rural domestic garbage,including continuous innovation in rural areas the way of outsourcing domestic garbage and building a platform for multiple collaborative co-governance.Of course,the five mechanisms can work together to solve the problem of rural domestic garbage pollution and promote the construction of "beautiful villages".
