Research On The Joint Law Enforcement Of Production Safety Supervision In B County

Under the market economy environment,the enforcement of Production Safety Law is the main way for the government to carry out public supervision over the safe operation behavior of enterprises and other market subjects,and it is also an important administrative function for the safety production supervision and administration departments at all levels.The implementation of active and effective law enforcement methods for safe production can not only enhance the awareness of operating in accordance with the law and work safety enterprises,but also help to prevent and resolve all kinds of hidden dangers of safety accidents,promptly investigation and correction of all kinds of illegal activities of safe production,and have positive significance for ensuring the safety of people’s lives and property and promoting sustainable development in the region.County B is located in the Yangtze River Delta economic circle of the industrial strong county,in recent years,the jurisdiction of various types of production and operation accidents frequently,safety supervision issues are more prominent.To this end,County B has carried out a number of multi-stage of safety production supervision actions,especially in 2019 the implementation of the Joint law enforcement methods,which has achieved some results in the short term;However,due to the problems in law enforcement thinking and law enforcement system,the long-term effect of linked law enforcement is difficult to sustain.Therefore,as for County B,it is urgent to study and improve the joint law enforcement of safety production supervision in order to promote regional safety production supervision and governance performance.In this paper,based on the review of the relevant concepts and theories of safety products,multi-center governance and cooperative governance,this paper traces the evolution of the safety production supervision mode in B county,analyzes the current joint law enforcement mode and its contents,investigates and analyzes the implementation effect of Joint law enforcement,and analyzes the problems and causes of joint law enforcement in safety production supervision from the aspects of law enforcement concept,law enforcement subject,law enforcement mode and law enforcement process.Finally,starting from multi-center governance and cooperative governance,the countermeasures to optimize the joint law enforcement of B-county safety production supervision are put forward.The main conclusions are as follows:(1)County B has undergone a multi-stage reform of the supervision of safe production.Compared with the previous decentralized supervision mode,the current joint law enforcement in County B focuses on promoting multi-subject synergy and exerting the linkage effect as the starting point,and formulates and implements the relevant joint law enforcement policy,organizational structure and management assessment,which to a certain extent enhances the effectiveness of safety production supervision in County B.(2)At present,B county safety production supervision joint law enforcement is still facing some difficulties,including the existence of blind spots in the regulatory aspects,the regulatory process flow in the form,the lack of regulatory professionals,outdated regulatory methods and difficult supervision and implementation,the main causes of which are the right to unclear responsibility,imperfect operating mechanism,unstable team,scientific and technological assistance is not in place and enterprises have misperceptions about joint law enforcement and other factors.(3)We should fundamentally break the law enforcement dilemma from the aspects of establishing the supervision of the joint law enforcement duties,perfecting the operation mechanism of law enforcement,ensuring the stability of the law enforcement team,strengthening the scientific and technological strength of law enforcement and enhancing the acceptance of the joint law enforcement,so as to achieve the long-term development goal of the joint law enforcement of the safety production supervision of County B.
