Study On The Learning Models Of Urban Air Pollution Control Policy In China

Policy for the control of air pollution in our country under the background of long-term in a state of adaptation,by definition there are in the process of China’s urban air pollution prevention and control of four kinds of typical policy learning mode and situational factors,with the aid of fuzzy qualitative comparative analysis method to obtain the most explanatory power to achieve good learning effect mode or combination of learning,It has positive theoretical and practical significance for the development of air pollution control policy in China.In this paper,based on learning theory and policy advocacy coalition framework to build the learning mode of urban atmospheric pollution prevention policies and effect the interpretation of the framework,and then to 22 typical urban atmospheric pollution prevention course as an example,the main use of fuzzy qualitative comparative analysis and case analysis,to explore influence the learning effect is the necessary condition for the control of air pollution and path.It is found that the administration-driven model and the enlightening model form a complementary relationship,and the two strong learning models form a double-track spiral operating system in the urban air pollution control in China.As a weak learning model,the cooperative and competitive learning model and the social participation learning model play a limited role in the practice of air pollution prevention and control policy in China.The role of focus events in the field of air pollution control cannot be ignored.The enlightening guidance model and topographical meteorological conditions can be substituted for each other,which is reflected in that experts can guide decision makers to think systematically and choose schemes to weaken the influence of adverse topographical meteorological conditions on air pollution prevention and control.On the basis of the research findings,some policy suggestions are put forward,such as grasping the overall planning at the source,taking science and technology as the support,standardizing and guiding enterprises to green production and competition,and encouraging people to participate in the prevention and control of air pollution.
