Research On The Action Strategy Of Village Cadres In The Process Of Rural Toilet Transformation

Rural Revitalization Strategy is an important way to solve rural problems in China.In the top-level design strategy of rural revitalization,toilet renovation is one of the important livelihood projects,an important aspect of beautiful countryside,and plays an important role in rural ecological protection and environmental governance.The transformation of rural sanitary toilets is inseparable from the support of various policies,and village cadres play an important role in the specific implementation of various policies.Village cadres are the political nerve endings in our country,and their behavior strategies affect the promotion of the transformation of rural sanitary toilets.In this study,t community in Shaanxi Province is selected as the research site,and to study the behavior of village cadres in the process of rural toilet transformation.By describing the different action performance of village cadres in t community in the face of the superior government,helping cadres and villagers,combined with street bureaucrat theory and Bourdieu’s social practice theory.It is found that in the practice of toilet renovation in t community,village cadres will make corresponding adjustments according to the specific work situation,in order to deal with the behavior of three different actors: the superior government,the helping cadres and the villagers.When the target is the leader of the superior government,the village cadres use language art to get closer to each other,so as to obtain the protection and resource support of the superior government;when the target is the helping cadres,the village cadres use their local advantages to establish a positive interaction with the helping cadres and share their political achievements and popular feelings;when the target is the villagers,the village cadres take different measures to different villagers.Different strategies were adopted to guide all kinds of villagers to cooperate with toilet improvement.Village cadres are the political nerve endings in our country,and their actions have a profound impact on the promotion of the transformation of rural sanitary toilets.In the rural field,village cadres hover in the dual roles of "agent" of the government and "family".The fuzziness of the policy text provides an opportunity space for village cadres,and their economic rationality is also stimulated in this opportunity space,which breeds some village cadres’ rent-seeking behavior of seeking private interests.At the same time,although the villagers as the main body of the local society,but did not play its role as the main body of supervision.Under the influence of multiple factors,village cadres can have enough space for action,change their behavior strategies according to time and place,and help the construction of state power in the grass-roots level.However,in the specific implementation process,village cadres’ behavior has the phenomenon of power operation deviation.This runs counter to the principle of fairness and justice advocated by modern rural society.According to this,this paper puts forward effective suggestions to solve the behavior deviation of village cadres in the process of rural toilet transformation,build a good system guarantee,improve the treatment of village cadres,avoid the occurrence of corruption,and truly stimulate the link role of village cadres between the government and the villagers.At the same time,mobilize the enthusiasm of villagers to participate in rural governance,play its main role,and consolidate the construction of grassroots democracy.
