Optimization Of The Implementation Process Of Rural Toilet Renovation Policy In Northeast China From The Perspective Of Smith Model ——Based On The Field Investigation Of A Village In Changchun

As Xi Jinping pointed out,"The toilet issue is not a trivial matter,but an important aspect of urban and rural civilization construction...We need to make this work a concrete part of our rural revitalization strategy and work hard to address this area of weakness that affects people’s quality of life." The policy of rural toilet renovation aims to improve rural living environment and raise farmers’ awareness of hygiene and health,which is a landmark "livelihood event" in the modernization of rural areas.Promoting the implementation of rural toilet renovation policies has become the "first battle" for local governments to implement the rural revitalization strategy,attracting increasing social attention.Based on the Smith policy implementation process model with revised applicability,this paper analyzes the implementation process of rural toilet renovation policy in A village of Changchun city.The research finds that: there is serious text homogenization in rural toilet renovation policy and lack of clarity in policy design;The weak coordination ability of executing agencies and the insufficient professional ability of executing subjects aggravate the policy cognitive bias;Farmers are caught in the dilemma of policy participation,resulting in policy resistance,formalism,insufficient funds for reform,and weak participation of social forces.The main reasons are that the policy system of rural toilet renovation is not perfect,the internal execution ability of executing agencies is insufficient,the endogenous power source of target groups is missing and the policy environment is lacking of policy support.To optimize the implementation process of rural toilet renovation policy,it is necessary to strengthen the policy innovation ability of local government and perfect the top-level design of rural toilet renovation policy.Optimize the organizational structure of policy implementation,improve the professional ability and administrative quality of policy implementation subjects;Stimulate the motive force of target group behavior mechanism and create a good policy support environment.
