Research On Evaluation And Promotion Of Green Innovation Ability Of High-tech Industy In Hebei Province

After more than 40 years of rapid development of reform and opening up,the national economy has achieved leapfrog development.China has become an important force for stable growth of the world economy and the second largest economy in the world.The economic achievements have attracted the attention of the world.The energy consumption and environmental pollution are becoming more and more serious,and the scope of ecological damage is increasing.With the implementation of green innovation driven development strategy,the reform of science and technology system and the development of quality and efficiency,it is necessary to follow the sustainable development of natural laws.Green development and innovation drive are becoming an important engine to lead China to build a modern economic system in the new era.In this context,Hebei Province,as one of the important provinces of Beijing Tianjin Hebei coordinated development,has a strong practical significance and value to introduce green innovation ability into the development of high-tech industry based on the consideration of innovation and environmental issues.Based on the in-depth study of relevant literature,this paper clearly defines the concepts of "high-tech industry","green innovation","green innovation capability" and the evaluation methods of green innovation capability.Secondly,it analyzes the current situation of green innovation development of high-tech industry in Hebei Province from three aspects.Thirdly,in order to comprehensively evaluate the green innovation ability of high-tech industry in Hebei Province,by referring to the relevant green innovation evaluation system at home and abroad,the connotation and basic characteristics of green innovation and the principles of constructing the evaluation index system,this paper constructs the evaluation index system of green innovation ability of high-tech industry,including three first level indicators,12 second level indicators and 31 third level indicators.Fourth,using factor analysis method to evaluate the green innovation ability of high-tech industry in 31 provinces,cities and autonomous regions of China,accurately grasp the level of green innovation ability of high-tech industry in Hebei Province,and draw conclusions.Finally,according to the above analysis results,combined with the actual situation of green innovation development of high-tech industry in Hebei Province,it is proposed to establish a high-quality talent support system to enhance the potential of green innovation;improve the green innovation investment system to lay a solid foundation for green innovation;improve the intellectual property system to enhance the conversion rate of green innovation achievements;give full play to the role of the government to support the sustainable development of the industry Finally,it puts forward the countermeasures and suggestions to create a green innovation atmosphere and promote the green development mode of industry.
