In recent years,the new development concept has gradually evolved into "Green Development",which is also regarded as an important link in the path of sustainable development.The 2018 global innovation index report highlights the need for research on green technology innovation to address rising global energy demand,which requires sustainable development through green innovation.In recent years,the economic strength of Shaanxi has been continuously enhanced.However,compared with some eastern regions,there is still a certain gap.The imbalance and inadequacy of economic development have become more and more serious.In addition,Shaanxi province also faces huge challenges in terms of resources and environment,such as increasing total energy consumption,large economic dependence on energy and serious environmental pollution.Therefore,in order to solve the problems of economic structure and innovative development in Shaanxi province,it is imperative to improve the green innovation ability.In order to improve the green innovation ability,we must have a clear understanding of the development of green innovation in Shaanxi province and scientifically evaluate its green innovation ability.This article selects in Shaanxi province from 2006 to 2017 of 10 level data,reference and draw lessons from the global innovation index report and the Chinese regional innovation ability assessment report and other authoritative report and scholars at home and abroad about green innovation evaluation index selection,starting from the present situation of Shaanxi province innovation and development,which in turn from the green innovation input and output,the environment and the performance of the four aspects to establish the corresponding evaluation index system,first using the entropy method to evaluate component of Shaanxi green innovation ability,and then by entropy method and factor analysis evaluation of Shaanxi green innovation ability,The comparison and analysis of the two evaluation results can ensure the accuracy and scientificity of the results.On this basis,factor analysis method was used to analyze the influencing factors in the regions with strong,strong and weak green innovation ability.The evaluation results show that the green innovation development is unbalanced among the three regions and within each region in Shaanxi province.Specifically speaking,for the three regions,Guanzhong region has the best development,obviously stronger than other regions,and southern Shaanxi is relatively backward.Within each region,as far as Guanzhong is concerned,xi'an,Baoji and Xianyang have outstanding green innovation capabilities,while Weinan and Tongchuan are relatively backward.As far as northern Shaanxi is concerned,Yulin city is outstanding,while Yan'an city is relatively lagging behind.On the whole,however,the green innovation ability of the two cities in northern Shaanxi is at the middle and upper level.As far as the southern Shaanxi region is concerned,Hanzhong and Ankang have a stronger green innovation ability than Shangluo city,which ranks the bottom of the province in almost every category.Generally speaking,the southern Shaanxi region is weak in green innovation ability.Through vertical comparison,it can be seen that the ranking of cities in Guanzhong region is relatively stable,while the ranking of cities in northern and southern Shaanxi provinces fluctuates to some extent,but tends to be stable gradually.The analysis of influencing factors shows that for the areas with strong green innovation ability,the most influential factors are technological innovation and green development factors,followed by living environment factors and economic development factors.For regions with strong green innovation ability,the factors that have the greatest impact are green and economic development,followed by scientific and technological innovation,living environment and industrial factors.For regions with weak green innovation ability,the factors that have the greatest impact are technological innovation and living environment,followed by green and economic development,energy utilization and industrial structure.According to the analysis results,Suggestions can be put forward to improve the green innovation ability of Shaanxi province,which is of great practical significance for narrowing the gap between regions and solving the problem of unbalanced and unsustainable development.
