As the artery and basic industry of the national economy,the logistics industry has a huge volume,and the environmental pollution caused by logistics in transportation,packaging and other links is also very serious.The Fifth Plenary Session of the 18 th CPC Central Committee put forward the five development concepts and made a major deployment for the implementation of the innovation driven development strategy.In the report of the 19 th CPC National Congress,it was pointed out that innovation is the first driving force leading development.In this context,it is an effective choice for the sustainable development of the logistics industry to carry out in-depth innovation in concept,mode,technology,business format and other aspects,reduce the burden of logistics operation resources and environment,and give consideration to the combination of industrial innovation and ecological civilization.Therefore,the scientific combination of "innovation driven" and "green development" as a way to improve the quality,efficiency and green transformation of the regional logistics industry will help the logistics industry move towards high-end.Firstly,this paper selects indicators from three aspects: green innovation resource environment,green innovation input capacity and green innovation output capacity,constructs the evaluation model of green innovation capacity of regional logistics industry,comprehensively evaluates the green innovation capacity of logistics industry in 31 provinces(regions and cities)from 2010 to 2019 by using entropy weight TOPSIS method,and comprehensively evaluates the green innovation capacity of regional logistics industry from two dimensions of time and space.The empirical results show that:(1)the comprehensive evaluation index shows an upward trend in the past 10 years,indicating that the level of green innovation ability of regional logistics industry in China is continuously improving;(2)From the perspective of time dimension,the average value of the comprehensive index of green innovation capability of regional logistics industry in 2019 increased by 4.84% compared with that in 2010.The growth rate of green innovation capability of logistics industry ranked as follows: the western region was the fastest,followed by the central region,followed by the eastern region,and finally the northeast region;(3)From the perspective of spatial dimension,the green innovation ability of regional logistics industry has strong spatial positive correlation,obvious polarization effect and different binary agglomeration structure.As a whole,the green innovation ability of logistics industry in eastern coastal areas and individual provinces in central and Western China is high,and it plays a certain driving role in the development of logistics industry in surrounding provinces.Secondly,by constructing a spatial lag model,this paper analyzes the impact of economic foundation,government support,industrial structure,industry agglomeration,opening to the outside world,environmental governance and innovative talents on the green innovation ability of regional logistics industry.The empirical results show that the seven influencing factors pass the 1% significance level test,which has a positive impact on the green innovation ability of regional logistics industry.Finally,according to the above analysis results,this paper puts forward countermeasures and suggestions to improve the green innovation ability of regional logistics industry from four aspects: strengthening the government’s macro-control,improving the corresponding policies and regulations,optimizing the allocation of investment resources,continuously upgrading the industrial structure,improving the innovation ability of enterprises,accelerating the pace of green transformation,innovating regional logistics technology and cultivating professionals in the field. |
