With the continuous deepening of the construction of ecological civilization,the state has increased its emphasis on ecological restoration of mines,but it should be aware that the ecological restoration of mines faces a huge test,and there is a long way to go.The restoration of the environment alone cannot meet the needs of social development,and it means A large amount of capital investment.The central government continues to make efforts to promote the research and development of ecological restoration in mines,and proposes to develop and activate green productivity in the process of ecological management,encourage social capital to enter,and plan first in the entire project,which means that members of the mine ecological restoration project need For what to do in the place and how to do it to achieve "a gap in the chest",seize the opportunity to make project decisions accurately and quickly.This study takes the mine ecological restoration project under the development governance model as the research object,establishes a phased opportunity-decision process model,and forms a full project decision model for the mine ecological restoration project under the development governance model,with a view to the development of the mine ecological restoration project The decision-making process can be promoted better and faster,capture the unexpected opportunities,and strive to achieve both the ecological and economic benefits of the project.(1)Analyze the opportunities for ecological restoration of mines under the development-style governance model-the decision-making advancement process,treat the process as phased,and establish a "development-style" governance decisionmaking process model by describing the stage characteristics of exploration,development,and development.It is proposed that resources are unevenly distributed at various stages.(2)From the perspective of cognitive processing,construct a conceptual model of opportunity recognition,and combine the project characteristics of ecological restoration of mines under the developmental governance model to define the connotation of experience knowledge,innovative organizational style,and information alertness.Determine the positive relationship of empirical knowledge,innovative organizational style,and information alertness to opportunity recognition.(3)According to the decision-making process of the project,the decision-making of the mine ecological restoration project of developmental governance is divided into three efficiency criteria: decision-making accuracy,decision-making speed,and decision-making approval.Constructed a full model of project decision-making under the developmental governance model: empirical knowledge,innovative organizational style,and information alertness have a positive influence on project decision-making through a complete intermediary through opportunity identification,and examined the negative moderating effect of the dynamic environment on the intermediary model.Indepth and detailed study of the pre-dependent variable-opportunity identification firstorder factor-the action path of a single target of project decision-making and the mechanism of the moderating variable’s effect on the single target of project decisionmaking on opportunity recognition.Finally,the results of this research are systematically summarized,the reasons for the discrepancies between the research results and the research hypotheses are discussed,and the deficiencies of this research and future research directions are objectively analyzed.With a view to promoting the accurate and rapid implementation of the mine ecological restoration project,to achieve the developmental governance goal.
