| With the rapid development of China’s economy,environmental problems have gradually become a key issue in China’s economic and social development.With the increasing number of new construction,reconstruction and expansion of urban sewage treatment projects and the increasing market competition,the EPC(Engineering Procurement Construction)general contracting mode,which can carry out the integrated management of the project,is becoming more popular and widely used in the field of sewage disposal.Due to the characteristics of sewage treatment projects in China,such as wide range,various materials and equipment,high environmental protection and construction requirements,the total cost management of the project has always been the key issue of the general contractor.If the key control points affecting cost overrun cannot be grasped,it is difficult for the general contractor to achieve remarkable results in the whole process of cost management.Based on the perspective of EPC,this paper studies the design,procurement,construction and other stages of the sewage treatment EPC project,so as to find out the key factors affecting the project cost,and puts forward improvement measures for the key factors,hoping to achieve the effect of cost reduction and efficiency.Firstly,the paper introduces the research status of EPC project cost management and sewage treatment project at home and abroad,fully aware of the advantages of EPC mode in cost management and the lack of sewage treatment contractor in cost control.At the same time,this paper expounds the relevant theories and methods,mainly involving the cost management theory,sewage treatment engineering,EPC project mode,etc.,and summarizes the unique features of sewage treatment EPC project in cost management.Secondly,starting from the phased cost control points of sewage treatment EPC project,this paper analyzes the characteristics of each stage of design,procurement and construction one by one,and identifies 9 main influencing factors of the general contractor in each stage of cost management activities.Then,the professionals were asked to grade the importance of the 9 influencing factors by questionnaire,and then ranked them according to their scores.Finally,the top five factors are defined as the key factors in order: design,sub-contract,market price,supplier,visa,and to analyze the key factors one by one whether the general contractor has room for improvement.Finally,this paper analyzes the LQ project of SF company,introduces the current situation of the company’s cost management,and puts forward a series of optimization and improvement measures aiming at the problems existing in the key influencing factors,such as establishing a comprehensive evaluation system for suppliers,clarifying contract management responsibilities,improving visa approval process,etc.,and makes a tracking analysis of the improved effect.Through the research and analysis of this paper,it is expected to provide theoretical support and management guidance for the general contracting enterprises to improve the status of cost control and improve the core competitiveness,and provide some reference for the cost control of sewage treatment construction projects in the future. |
