Analysis Of Behavioral Intention Of Municipal Solid Waste Classification And Its Influencing Factors

With the transformation of China’s economy from high-speed development to high-quality development,urban solid waste has become a major obstacle to high-quality development.In order to achieve green and sustainable development,China has paid great attention to the treatment of urban solid waste,and garbage classification is an effective way to treat urban solid waste at present.Therefore,the importance of garbage classification has been increasing continuously.From 2000 to 2019,the government has introduced policies to promote the implementation of the garbage sorting.Since residents are the source of the implementation of garbage classification,the implementation efficiency of garbage classification policy is not high without the voluntary cooperation and participation of residents.Therefore,improving residents’ willingness of garbage classification is the key point in the implementation process of garbage classification policy.After the mandatory policy was first implemented in Shanghai in July 2019,whether residents’ willingness to classify garbage has changed and its influencing factors are the main contents of the current research.This paper describes the background of garbage classification at present.By reviewing and sorting out the domestic and foreign research literature on the influencing factors of garbage classification willingness,it analyzes the current research status and limitations of garbage classification willingness.And it finds that the theoretical research on the influencing factors of residents’ garbage classification willingness under the background of mandatory policies still needs to be complemented and improved.Since the grounded theory is more flexible for the study of new theoretical models,in-depth interviews are conducted on Shanghai residents based on the grounded theory research method.New conceptual categories are formed after the grounded analysis of the interview data,and the relationship between each conceptual category is excavated.On this basis,a research model of the influence mechanism of urban residents’ willingness to waste classification is constructed.Based on the theoretical model and the interview data scale of development,the preliminary research was carried out on the scale of the issuance of a formal questionnaire and data collection.Through data processing and result analysis,the indirect effect of mandatory policy on garbage classification intention is verified,and the mediating effect of subjective norms,degree of attention and mastery,moral responsibility and quality consciousness is confirmed,as well as the moderating effect of education level and class identity.The empirical results show that:(1)Compulsory policies will affect the willingness to classify garbage through subjective norms,attention and mastery,moral responsibility and quality consciousness.The mediating effects of subjective norms,attention and mastery,moral responsibility and quality consciousness were significant,and the mediating effect sizes of the four mediating variables were not different.(2)Both educational level and class identification moderated the relationship between mandatory policy and willingness to classify waste.Specifically,educational level strengthened the relationship between mandatory policy and subjective norms,attention and mastery,moral responsibility,and quality consciousness.Class identity strengthens the relationship between compulsory policy and subjective norms,attention and mastery,moral responsibility and quality consciousness.Innovation points of this paper: this paper innovates on the model of the influencing factors of urban residents’ willingness to waste classification under the background of mandatory policies.Through the rooted analysis,new variables such as attention,mastery and quality awareness were found in the process of constructing the theoretical model.The effect mechanism of mandatory policy on the influence mechanism of garbage classification intention was revealed,and the moderating effect of education level and class identity was explored.The research results of this paper reveal the mechanism of mandatory policy on the willingness to garbage classification,supplement the research on the willingness to garbage classification under the mandatory background,and provide suggestions for improving the implementation of mandatory garbage classification policy,which is conducive to improving residents’ willingness to garbage classification under the mandatory policy.
