Since the reform and opening up,China has made remarkable achievements in economy,science and technology,and culture.However,while making outstanding achievements,the contradiction between economic growth and environmental degradation has become more prominent,and the long-term extensive industrial development model has deepened this contradiction.As society has higher and higher demands for the quality of the ecological environment,how to achieve a win-win situation between rapid economic growth and improvement of environmental quality has become the focus of attention from all walks of life.This paper takes the data of 32 industrial industries in China from 2004 to 2015 as the research object,through qualitative and quantitative analysis methods,verifies the mediating effect of technological innovation in the hypotaxis between regulations of environment and the industry’s GTFP.Different,further comparative analysis under grouped sample industries,in-depth analysis of the impact mechanism of environmental regulation,technological innovation and GTFP,in order to provide feasible suggestions for achieving a win-win situation for industrial intensive development and environmental protection.In the aspect of theory,this article summarizes the connotations and measurement methods of environmental regulation,technological innovation and GTFP in detail,and combines environmental regulation,the innovation of technology and modern economic growth theories to deeply analyze the impact mechanism between the three.In the aspect of empirical research,this article first calculates GTFP of 32 industrial industries in China based on the EBM hybrid distance function and GML index,and then tests the mechanism of action among the three.The findings of this article: First,in the sample of the whole industry and pollution-intensive industries,regulation of environment has a positive effect on the GTFP of the industrial industry,and has passed the significance test;it is positively correlated in the sample of cleaner production industries relationship but not significant.After considering endogeneity,the conclusion is consistent.Second,in the industry-wide and grouped industry samples,environmental regulations have a positive effect on the level of technology innovation in the industrial sector,and they have passed the significance test.However,after considering the endogeneity,the relationship is positive but not conspicuous in the cleaner production industry sample,and the conclusions of the other samples are consistent.Third,in the industry-wide and pollution-intensive industry samples,the innovation of technology has a partially intermediary effect in the hypotaxis between the government regulations of environment and GTFP.After considering the endogenity,the research conclusions under the industry-wide samples remain unchanged.However,under the sample of pollution-intensive industries,the intermediary effect of the innovation of technology has turn into a complete intermediary effect.In the sample of purity production industries,technological innovation has not played an intermediary role due to the insignificant mediation effect.After considering endogeneity,the conclusion is consistent.Fourth,foreign direct investment is conspicuously negatively interrelated with mediating variable and explained variable in the sample of industry-wide and pollution-intensive industries,which supports the "pollution paradise hypothesis."This article put forward following policy recommendations on account of the above research conclusions: First,the government should combine with the development characteristics of the industry,and formulate reasonable environmental regulatory policies.Second,the government should increase its support for technological innovation in enterprises,and improve the intellectual property and patent systems to protect technological innovation achievements.Enterprises themselves also need to raise their awareness of independent innovation.Third,the government needs to strengthen the screening of the qualifications of foreign direct investment enterprises,and actively introduce enterprises with advanced pollution treatment and energy saving and emission reduction technologies.
