| In the context of global warming,forestry carbon sequestration is of great significance for mitigating and adapting to climate change and promoting sustainable development.The trading volume of forestry carbon sequestration in the international carbon trading market has increased steadily,and the domestic carbon sequestration afforestation and reforestation projects have also developed rapidly.As a direct participant in carbon sequestration afforestation projects,farmers are one of the important subjects to ensure the supply of certified emission reduction in forestry carbon sequestration in China.The construction of ecological compensation mechanism is conducive to improving the enthusiasm of farmers to participate in carbon sequestration afforestation projects.The determination of compensation standard is the core issue of compensation mechanism construction.Exploring reasonable ecological compensation standards for carbon sequestration afforestation can not only meet the compensation preferences of farmers,but also take into account the benefits of carbon sequestration pursued by society.It is very important to construct the ecological compensation mechanism of carbon sequestration afforestation and promote the construction and development of carbon sequestration afforestation projects in China.This paper constructs a theoretical research framework for carbon sequestration afforestation ecological compensation standards based on the utility value theory and cost-benefit theory,and selects three typical carbon sequestration afforestation project areas,Tongshan County,Chongyang County,and Jiayu County in Xianning City,Hubei Province,as the research area.Based on 337 field survey data as the main research basis,the binary Logistic model and Faustmann-Hartman model are used to calculate the ecological compensation standard range for carbon sequestration afforestation based on farmers’willingness to accept compensation and the expected value of woodland.This paper also conducts empirical analysis on the influencing factors of farmers’willingness to accept compensation,and conducts sensitivity analysis on economic factors of the expected value of woodland,which aims to provide a reference for the construction of an ecological compensation mechanism for carbon sequestration afforestation in China.The research conclusions obtained are as follows:(1)The non-parametric estimated value of farmers’willingness to accept compensation for participating in carbon sequestration afforestation projects is 637.09yuan/hm~2/a,and the parameter estimated value modified by utility function is 721.31yuan/hm~2/a,and the mean value of the two calculation results is 679.20 yuan/hm~2/a.When the compensation period is 30 years,the lower limit of the ecological compensation standard for carbon sequestration afforestation based on farmers’willingness to accept is679.20 yuan/hm~2/a.(2)The willingness of farmers to accept compensation to participate in carbon sequestration afforestation projects is affected by multiple factors.The education level of farmers,whether they are village cadres,the proportion of forestry income,forestry carbon sequestration concept perception,forestry carbon sequestration trading value perception,the training of forestry technology,the satisfaction of ecological afforestation compensation policy and the amount of WTA have significant positive effects on farmers’willingness to accept compensation.(3)The expected value of woodland combined with wood income and carbon sequestration income reached the maximum value of 43986.01 yuan/hm~2 in 22a.The wood income in 30a is 29593.42 yuan/hm~2.The comprehensive value of carbon sequestration income and farmers’economic losses is 14392.59 yuan/hm~2.When the compensation period is 30 years,the upper limit of the carbon sequestration afforestation ecological compensation standard based on the expected value of woodland is 823.85yuan/hm~2/a.(4)The sensitivity of wood income,carbon sequestration income,expected value of woodland and optimal rotation period to the changes of economic factors is different.Under the premise of other influencing factors remain unchanged,the change of wood price is positively correlated with wood income and expected value of woodland,and negatively correlated with carbon sequestration income and optimal rotation period.The change of carbon price is positively correlated with carbon sequestration income and expected value of woodland,and has no effect on timber income and optimal rotation period.The change of interest rate is negatively correlated with wood income,carbon sequestration income,expected value of woodland and optimal rotation period.(5)Based on the calculation results of compensation standards based on farmers’willingness to accept compensation and the expected value of woodland,the ecological compensation standard of carbon sequestration afforestation in Xianning City,Hubei Province ranges from 679.20 yuan/hm~2/a to 823.85 yuan/hm~2/a,and the compensation period is 30 years.Within this range,counties and cities can adjust the specific compensation standard according to local conditions and then formulate differentiated compensation policies.Based on the above research conclusions,this paper puts forward the following policy recommendations.(1)Give full play to the leading role of village cadres,increase the publicity and popularization of policies related to carbon sequestration afforestation,and fully mobilize the enthusiasm of farmers to participate in carbon sequestration afforestation projects.(2)Strengthen the technical training of carbon sequestration forest management,ensure the effective supply of forestry carbon sequestration,accelerate the establishment of a sound carbon emission trading system,and realize the ecological compensation effect of carbon trading in carbon sequestration afforestation as soon as possible.(3)The farmers’willingness to be compensated should be fully satisfied and the carbon sequestration afforestation ecological compensation standard should be formulated in accordance with the expected value of woodland,in order to avoid problems such as insufficient incentives or waste of funds caused by the compensation standard that is too low or too high,so that the carbon sequestration afforestation ecological compensation standard is both rational and feasible. |
