Sewage treatment plants,as an important infrastructure for centralized treatment of urban domestic sewage,shoulder the important task of energy conservation and emission reduction in the layout of ecological civilization construction.Environmental performance is an important standard to reflect the achievements of environmental pollution control in environmental management activities of organizations or enterprises.The comprehensive evaluation of economic input and water environmental pollution control effect from environmental performance evaluation can not only reflect the management and operation status of urban domestic sewage treatment,but also provide reference for a new round of sewage treatment plant to improve the quality and efficiency.Based on the investigated data of 19 sewage treatment plants from 2015 to 2019,this thesis established an index system and used SBM-DEA model to measure the environmental performance of sewage treatment plants on the basis of preliminary analysis of energy consumption and emission reduction effect.Kruskal-Wallis test method was used to analyze the impact of different factors on the environmental performance of the sewage treatment plants.The measurement results of SBM-DEA model were used to compare and discuss the feasibility and potential of improving the environmental performance of the sewage treatment plants,such as upgrading,reclaimed water utilization and sludge disposal.The results showed that :(1)In terms of energy consumption level and emission reduction effect,the power consumption of the 19 sewage treatment plants surveyed was higher than the national average,the drug consumption is greatly related to the treatment process,and there are obvious regional differences in emission reduction effect.The energy consumption level is highly coupled with the emission reduction effect,and the coupling coordination degree has obvious regional differences.(2)Based on analysis of SBM-DEA model,there is no significant regional difference of environmental performance measurement among the 19 investigated sewage treatment plant.The scale of treatment had little effect on environmental performance,but the load rate,sewage treatment process,reclaimed water utilization and sludge disposal had significant effect on environmental performance.(3)Combined with the analysis and discussion of the measurement results of SBM-DEA model,it is confirmed that the upgrading of the standard,the utilization of reclaimed water and the adjustment of the improved sludge disposal method were the main starting points that are expected to further improve the environmental performance of the sewage treatment plants.On the basis of energy consumption analysis and emission reduction effect analysis,this thesis used SBM-DEA model to measure and analyze the environmental performance of 19 sewage treatment plants from 2015 to 2019,and discussed the ways and means to further improve the environmental performance.The research conclusion can not only provide reference for the further improvement of quality and efficiency of the sewage treatment plant,but also benefit the stable operation and sustainable development of the sewage treatment plant,which has certain research value and social significance.
