Study On County Ecological Environment Governance From The Perspective Of Multi-governance

County ecological environment governance is an important link in the implementation of the strategic goal of "accelerating the reform of the ecological civilization system" proposed in the report of the 19 th National Congress of the Communist Party of China,and is in a fundamental position in promoting the modernization of the national governance system and governance capabilities.Due to the complexity,urgency,and long-term nature of the ecological environment problems in the county,the single governance model with the government as the main body cannot cure the problem,and there is an urgent need to build a governance system in which multiple actors participate.From the perspective of multiple co-governance,this paper takes H County in Jiangxi Province as an example to summarize and analyze the current status of the ecological environment governance of H County in recent years,especially the government,enterprises,the public,and social organizations in the county ecological environment governance work.The role played and the results achieved show that the multi-eco-environmental co-governance model of H County has taken shape.However,further analysis found that the government lacks effective coordination and supervision of other governance entities,enterprises lack initiative in participating in ecological environmental governance,the public has a weak concept of participating in ecological environmental governance,and social organizations have limited role in the multi-ethnic governance of the ecological environment.Restricted the role of multiple co-governance models.After in-depth analysis of the reasons,measures such as constructing a diversified eco-environmental co-governance responsibility system,improving the level of coordinated governance of multiple entities,innovating a diversified eco-environmental co-governance mechanism,and changing the concept of social participation in governance,are proposed to optimize the multi-eco-environment co-governance model in the county reference.As a small county with an important geographical location,a well-developed water system,and abundant natural resources,County H has applied a multivariate co-governance model to manage the ecological environment.It has certain individual advantages and common features of other cities across the country.In the next step,the multiple co-governance model will be introduced and promoted in large and small cities or regions across the country,and it needs to be adjusted and improved in time according to its own conditions in order to better adapt to the needs of the new era.
