The Study On The Improvement Path Of The Management Ability Of County Government In Ecological Environment

Since the reform and opening up of China,China has made remarkable achievements,but also a series of ecological environment problems were aroused.Since 18 th CPC National Congress,the Party Central Committee with Comrade Xi Jinping at its core put the ecological civilization construction as a whole to implement the five-sphere integrated plan and the four-pronged comprehensive strategy,and plan to carry out a series of fundamental,long-term and pioneering work,promoting historic,transitional and global changes in ecological environment governance.At present,although the ecological environment in China has been improved,but the situation is still grim.The long-term practice has proved that the emphases and difficulties of the ecological environment governance in China are at the grass-root unit.The county government,one of the most important aspects of the connecting link in the administrative system,has an extremely important role in the ecological environment governance.Improving the management ability of county government in ecological environment is not only to implement the decisions of central government,improve the regional ecological environment quality,speed up the construction of ecological civilization,and ensure a better life for the Chinese people,but also it is the important topic of the modernization of China’s capacity for governance.Based on X county of S province as an example,the improvement path of the management ability of county government in ecological environment is explored with the methods of literature research,quantitative and qualitative analysis,case analysis.The research value of this paper is determined by analyzing the ecological environment situation,the role of county government,the research status at home and abroad and the theoretical basis for improving the management ability of county government in ecological environment.And the main contents,research methods and thesis framework are introduced.Secondly,a theoretical framework for the management ability of county government in ecological environment is set up and the core concepts is defined.From the perspective of government administrative operation and systematology,this paper has presented the constitute elements and factors of the management ability of county government in ecological environment respectively.Then,under this framework,the evaluation index system is set,and the paper analyzes the management ability of X county government of S province in ecological environment,focusing on the results,problems and reasons.Finally,on the basis of above theoretical analysis and case,this paper put forward nine measures to promote the management ability of county government in ecological environment from the following aspects,improving the capacity of scientific decision-making,organization and coordination,supervision and management and policy implementation ability.The nine measures include establishing organization system with clear responsibility and power,continuous strengthening comprehensive safeguard,accelerating the construction of professional ability of the leading cadres and improving the decisionmaking system construction,insisting on the principle of system management,building harmonious governance system,fostering ecological culture,the relationship between market governance,perfecting the supervision and management system,etc.
