| Building an ecological civilization bears on the well-being of our people and the future of our nation.Ecological compensation mechanism is an essential institutional arrangement for ecological civilization construction,which has been concerned by all circles.The report of the19 th National Congress of the Communist Party of China pointed out that a market-oriented and diversified ecological compensation mechanism should be established;The fifth Plenary session of the 19 th CPC Central Committee called for improving the quality and stability of ecosystems.In addition,ecological compensation mechanism is also an important system to solve the problem of disharmony between regional economic development and ecological construction and the mismatch between interests and responsibilities.As the key link of ecological compensation mechanism,the ecological compensation standard is self-evident.The Pearl River-Xijiang Economic Belt spans Guangxi and Guangdong,and is an important watershed economic belt spanning developed and underdeveloped regions,as well as eastern and western regions.There are significant problems such as unbalanced economic and ecological development,inequity of inter-regional development and ecological and environmental pollution.As the upstream of the pearl River and Xijiang River economic belt,Guangxi section of the Economic belt has a prominent comparative advantage of ecological products and has provided ecological products to the downstream areas for a long time,but has not been compensated accordingly.Therefore,it plays an important role in promoting regional fairness,ensuring regional ecological security and improving the overall benefit of the economic belt to explore the ecological compensation mechanism of Guangxi section of the Pearl River-Xijiang Economic Belt,especially to calculate its ecological compensation standard with scientific methods.However,there is still a lack of research on the calculation of ecological compensation standards in the economic belt of this basin.In this study,from the perspective of regional division of labor,based on ecosystem service value and water footprint,combined with the level of regional economic development and the status quo of ecological compensation,a model was constructed to calculate and analyze the standard and payment order of ecological compensation in Guangxi section of the Pearl River-Xijiang Economic Belt.Finally,the conclusion is drawn that the surplus of ecological products value in Guangxi section of the Pearl River And Xijiang River basin economic belt has been increasing in recent years,providing a large amount of ecological products and services value for the downstream areas of the economic belt,which should be compensated accordingly.In addition,the priority of ecological compensation in Guangxi section of the Pearl River-Xijiang Economic Belt is relatively high in the southwest.According to the calculation of the priority of ecological compensation,baise City is the first to receive compensation,followed by Chongzuo City.Finally,based on the above research,policy suggestions are put forward from the government and enterprises,including promoting public participation,clarifying the subject of compensation,exploring diversified compensation methods,promoting the coordinated development of upstream and downstream industries,and establishing water deposit system. |
