Research On The Dilemma And Countermeasures Of Work Safety Supervision At The Basic Level

Grassroots safety production supervision and management is the "last mile" in China’s safety supervision network and the foundation of the entire production safety supervision and management work.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has attached great importance to the supervision of production safety,and the situation of production safety has gradually entered a benign trend,but certain problems are still prominent.Hongya County of Meishan City,as a characteristic city where tourism and industrial enterprises develop in parallel in Sichuan Province,has a large number of industrial enterprises,a wide coverage,and heavy supervision tasks.The corresponding supervision problems have been highlighted.Solving the safety production supervision problems currently faced by Hongya County will help improve the county’s safety production supervision level and prevent and reduce the occurrence of safety production accidents.This paper uses safety management theory,collaborative governance theory,and government safety supervision theory as the guidance and theoretical basis.Starting from the current situation of safety production supervision in Hongya County,this paper examines the grassroots safety production supervision issues from the three dimensions of the government,enterprises and third parties.It is pointed out that Hongya County ’ s safety production supervision is facing problems such as imperfect pre-risk prevention mechanisms,uncoordinated supervision teams,gaps in the energy efficiency of supervisory departments,and weak third-party supervision and control mechanisms.In view of the existing problems,the reasons for the problems are discussed from the aspects of third-party supervision mechanism,safety supervision model,implementation of corporate responsibilities,mechanism construction and government supervision,and targeted solutions are proposed,mainly including strengthening the construction of safety supervision team,Improve the third-party supervision and restriction mechanism,strengthen the implementation of the main responsibility of the enterprise,innovate the supervision model,and establish and improve the pre-risk prevention and control mechanism,etc.,and then study the position and role of the government,enterprises,and third-party supervision in the grassroots safety production supervision.This paper uses comparative analysis method,case analysis method,literature research method and other methods to collect,organize,and summarize some relevant research data on safety production supervision at home and abroad,and use causal analysis to analyze the existence of safety production supervision in Hongya County Problems,analyze the causes of these problems,and then propose countermeasures and suggestions to improve the dilemma.It has great theoretical and practical significance for improving the level of safety production supervision in Hongya County.It also innovates the work of basic-level safety production supervision and other similar types.The city provides reference and reference.
