Compared with high-risk industrial parks such as chemical industry,ordinary small and medium-sized industrial parks lack attention to environmental risks and emergency management,and the related construction is relatively backward.However,there are also risk enterprises and risk sources in such industrial parks.Once a dangerous accident occurs,the negative impact on the surrounding environment is difficult to eliminate for a long time.At present,the environmental risk assessment of the industrial park just a simple summation of the environmental risks of each single project,ignoring the interaction of various enterprises in the industrial park,and no comprehensive evaluation system has been formed.With the rapid growth of the number of small and medium-sized industrial parks in China,it is of great significance to improve the environmental risk assessment system and methods for such industrial parks.This paper analyzes the characteristics of environmental risk of industrial park,compares the advantages and disadvantages of various environmental risk assessment methods,and finally determines to use the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation method to evaluate the industrial park.The combination of the two methods can be well adapt to the industrial park,Which has high-dimensional,random,multi-layer and dynamic characteristics.However,these two methods both have strong subjectivity,so,Entropy Weight Method is used to optimize the index weight objectively.Taking the Dujiangyan Economic Development Zone Industrial Park,a typical small and medium-sized industrial park in Southwest China,as an example,establishes a hierarchical index system for environmental risks in industrial park.The criterion level indexes include risk source(B1),risk receptor(B2)and risk management(B3).The indicator level indexes include the number of risk enterprises(C1),reserves of risk substances(C2),production process risk(C3),the water quality of receptor(C4),regional population(C5),the number of regional sensitive targets(C6),monitoring capability(C7),emergency response capability(C8),and management personnel and substances(C9).The Entropy Weight Method is used to optimize the index weight of AHP.The result is that the risk management indexes in the criterion level has an absolute contribution degree,and the most important index in the indicator level is the monitoring capability,with a weight of 0.2433.Then,the fuzzy comprehensive evaluation of the hierarchical system is carried out.The result shows that the membership degree of the the industrial park is 0.2721,corresponding to the fourth rating,which belongs to the low risk level.In the first level fuzzy evaluation,the membership degree of the index of risk source is0.1222,which corresponds to the third rating,belongs to the medium risk level,so considered that the industrial park has potential environmental risk.Conduct the risk assessment of 47risk enterprises identified in the industrial park,4 high-risk enterprises and 11 medium risk enterprises were evaluated,accounting for 14.56%of the total number of enterprises in the industrial park,mainly distributed on the northeast、west and south sides of the industrial park.By using the bottom-up method,the industrial park is divided into three areas:A,B and C.According to the scope of each area,combined with the risk sources and risk receptors of each area,puts forward the countermeasures and suggestions for the management of the park from the perspectives of enterprises,industrial parks and administrative regions,so as to prevent the occurrence of environmental risk accidents and ensure the safety of the regional environment.
