| GZ power grid company is responsible for the operation and maintenance of power transmission and transformation equipment in Guangdong Province of China Southern Power Grid’s west to East power transmission.If GZ power grid company fails to implement its responsibility for safe production,it may lead to a large-scale power outage of China Southern Power Grid and have a negative impact on social stability and economic development.Therefore,the research on the management optimization of safety production responsibility system of GZ power grid company is of great significance to the safety production management of the unit,and also has reference significance for similar power enterprises.Based on the analysis of previous literature,combined with the relevant theories such as target control theory,Dai Minghuan and management control theory,this study summarizes and refines the problem diagnosis and analysis model of enterprise safety production responsibility system,designs the problem questionnaire and interview questionnaire according to the model,and carries out in-depth and systematic research on the problems and causes of safety production responsibility management of GZ power grid by using the methods of questionnaire and interview,According to the research results,targeted optimization and improvement suggestions are put forward to provide strategies for the optimization and improvement of safety production responsibility management of GZ power grid and a general method for the optimization of safety production responsibility management of similar enterprises.The results of this study found that the safety production responsibility system of GZ power grid has the following problems,including unclear "accountability" of enterprises for the safety production responsibility of personnel at all levels,incomplete "knowledge and responsibility" of employees,no basis for "due diligence" of employees,formalization of enterprise "assessment" and one-sided "responsibility" of personnel.Based on the analysis of the survey results and interviews,the main causes of the problems are the insufficient operation,closed-loop control and continuous improvement of the enterprise’s safety production responsibility management system,which is mainly reflected in: in terms of accountability,the contents of the list of post responsibilities at all levels are relatively general,there are many principled and objective requirements,and there are few measurable and executable requirements;In terms of knowledge and responsibility,it pays more attention to the form than the process.It only transmits the responsibility by signing the post responsibility letter every year,and the daily work contact of employees is not closely related to the post responsibility letter;In terms of due diligence,the list of post safety production responsibilities formulated by the enterprise has not been applied in practice,and there is no basis for personnel due diligence;In terms of responsibility evaluation,the performance of responsibilities in the previous year is evaluated only when the letter of responsibility is signed every year,and there is no evaluation basis;In terms of responsibility,the accountability was only carried out after the occurrence of responsible accidents and events,the daily responsibility performance files of employees were not established,and the responsibility performance evaluation did not play an incentive and restraint role.In view of the above problems and causes,combined with the actual situation of the enterprise,this study puts forward some suggestions for the optimization of the management of safety production responsibility system: build a responsibility list to ensure that personnel "know their responsibilities";Regularly publish the "positive /negative list of performing duties and responsibilities" to promote scientific "Responsibility Evaluation";Establish safety production responsibility files and urge personnel to "perform responsibilities";Encourage,motivate and hold accountable against the responsibility performance files to promote personnel to "take responsibility";Strengthen the supervision system to ensure the operation of the responsibility system.. |
