At present,countries around the world have signed a number of climate agreements and attached great importance to ecological issues.As the world’s largest carbon emitter,China is also facing the problems of shortage of water resources and low utilization rate while bearing the pressure of carbon emission reduction.As an important ecological barrier in North and Northwest China,the Yellow River Basin occupies an important ecological,cultural and economic position.High carbon and water shortage have also become important factors restricting its ecological protection and high-quality development.Therefore,based on the realistic dilemma of the Yellow River Basin,this paper provides decision-making basis for realizing its high-quality development.Based on the perspective of carbon water correlation,based on the accounting of carbon water footprint in the basin,this paper introduces footprint breadth and depth indicators to characterize the consumption of carbon water flow and stock resources in each province,determines whether it has spatial correlation effect by using spatial autocorrelation model,and makes spatial regression analysis on the relevant indicators,Non relevant indicators are analyzed by traditional regression model,and the Enlightenment of ecological governance is put forward.The main conclusions are as follows:(1)the carbon and water ecological environment in the Yellow River Basin presents obvious temporal and spatial differences.(2)Ningxia faces the greatest pressure of carbon and water,and Henan has the strongest sustainability.(3)During the study period,the breadth of carbon footprint has a positive spatial correlation effect at the 5% significance level,and the breadth and depth of carbon footprint,water footprint have a spatial negative correlation,but not significant.(4)The traditional regression results show that the influence direction and degree of different variables on carbon footprint depth,water footprint breadth and depth are different.Among them,only regional economic level has a negative impact on the depth of carbon footprint;All variables have opposite effects on the breadth and depth of water footprint.(5)The spatial regression results show that energy structure,regional economic level and urbanization have a positive impact on the breadth of carbon footprint,and the other three indicators have a negative impact on it.Based on the above conclusions,the following policy suggestions are put forward:(1)take carbon and water ecological protection as the primary task at present,and continue to pay attention to it for a long time.(2)Considering the spatial coupling characteristics of footprint breadth and depth and the actual situation of the province,the measures shall be taken according to local conditions.For example,Gansu and Inner Mongolia have high water pressure and belong to areas with insufficient water resources supply,so the strategy of "open source" should be adopted.(3)Based on the establishment of carbon footprint accounts within the basin and the coordination of the overall distribution of carbon amount,H-H cluster area should bear more responsibility for emission reduction.L-L cluster area can sell carbon amount to high carbon footprint areas while developing green economy.(4)Adhere to the governance scheme of "implementing policies based on dependent variables + adjusting measures to local conditions".For example,for Shanxi,Ningxia and other heavy-duty regions,we should mainly adjust the proportion of coal consumption,reduce the dependence on fossil energy,and accelerate the clean utilization of coal.
