Research On The Implementation Process And Evaluation Of "Rural Toilet Revolution" Policy In Jiexiu City

"Toilet revolution" is an important starting point of rural living environment improvement,which is highly concerned by Jiexiu municipal Party committee and government.Through organizing relevant departments to carry out accurate research and hold demonstration work meeting in the early stage,and classifying and summarizing the sanitary status of farmers’ toilets,the construction of manure storage tanks,the utilization of manure,village infrastructure and farmers’ needs for toilet improvement,a series of documents and policies have been issued.Based on the extensive collection and collation of relevant farmers’ opinions,combined with the conditions and landforms of different village level units,farmers’ economic level and practicality,we explored and determined four categories and seven measures according to local conditions,namely,the toilet improvement method of complete sewage flushing+ sewage treatment plant(station),the centralized construction method of large three compartment septic tank,the construction method of double urn funnel type,and the method of using biogas digester to reconstruct harmless toilet Through the bidding,publicity,technical guidance and preliminary training of rural household toilet reconstruction project,the construction of dry toilet reconstruction is progressing smoothly.Jiexiu City has made detailed regulations on the actions of different stages from the foundation of the policy to the implementation of the policy until the implementation of the policy.And creatively divide the rural "toilet revolution" policy into five categories,specifically: "toilet revolution" installation award policy,toilet reform mode policy,toilet reform guidance and supervision policy,follow-up harmless disposal policy,organization and leadership guarantee policy.Through the "front to back" comparative analysis,the paper evaluates the effectiveness of the policy of "toilet revolution" in Jiexiu City by analyzing the changes in economic,social and ecological benefits,sampling questionnaire and face-to-face communication interview from objective results such as economic benefits,social benefits and ecological benefits before and after the implementation of the "toilet revolution".During the implementation of the policy of "toilet revolution" in Jiexiu City,the labor force of the village was taken as the first choice for employment,which effectively increased the disposable income of villagers;in the conditional villages,the toilet management service team was established by making full use of collective funds such as one thing and one discussion,which not only reduced the cost of farmers’ maintenance of toilets,but also raised the income of villagers,and produced economic benefits;the implementation of the "toilet revolution" policy was implemented After that,the lifestyle and hygiene habits of farmers have been changed for thousands of years,and the civilization quality of the farmers has been improved;the health status of farmers has been significantly improved,the dilemma of virus manure spread through one mouth can be solved,and the social benefits are intuitive;during the construction of toilet revolution,the roof and wall are required to avoid the confluence of rain and sewage;the use of glass cylinder structure materials is prohibited,and the later construction is avoided Secondary pollution;when selecting the site for centralized harmless septic tank,it is necessary to avoid the selection near the water source to prevent pollution of water source,and strictly prevent seepage and leakage,avoid soil pollution,and produce ecological benefits.Through the questionnaire survey of1000 household heads,the satisfaction of the "toilet revolution" installation award and supplement policy,toilet reform model policy,toilet reform guidance and supervision policy,follow-up harmless disposal policy and organization leadership guarantee policy were more than 80%.Although the policy of "toilet revolution" in Jiexiu City has made great strides,there are still some problems due to the single technical model,single fund guarantee,imperfect supervision mechanism,lack of maintenance and supporting measures in the later period,and restriction of some rural external conditions.The main problems are: the pressure of capital for toilet reform is relatively high,the use of residents is not standardized after the toilet reform,and the reform is mainly focused on: the pressure of the funds for the toilet reform is relatively high,the use of the residents is not standardized after the toilet reform,and the reform is mainly focused on the following The follow-up service after the construction is not up to the standard.In view of the shortcomings of the policy of "toilet revolution" in Jiexiu City,the paper puts forward countermeasures for technical innovation,multi-channel introduction and investment of funds,improvement of follow-up supervision,improvement of supporting mechanism and follow-up maintenance.
