| Since China’s reform and opening up,the process of urbanization has continued to accelerate,economic development has achieved remarkable results,and people’s living standards have continued to improve,but it is undeniable that this has also come at the expense of the environment.Although some laws and regulations have been enacted in order to protect the ecological environment in China,some achievements have been made,but there is still a long way to go to win the battle to protect the blue sky,clear water and pure land,save resources and protect and restore the ecological environment.The report of the Nineteenth National Congress proposes to further promote green development and build a market-oriented green technology innovation system.With the establishment and improvement of China’s green and low-carbon circular development economic system,green technology innovation has increasingly become an important driving force for green development,and has become an important support for fighting the battle against pollution,promoting the construction of ecological civilization,and promoting high-quality development.In order to improve the level of regional green technology innovation,how to effectively identify the multiple conditions affecting regional green technology innovation and their synergy effects,and then choose adaptive green technology innovation policies is particularly important.There have been many previous studies on the influencing factors of green technology innovation,most of which use measurement methods,based on the mutual independence between independent variables,one-way linear relationship and causal symmetry,in the case of controlling other factors,the marginal "net effect" of a single variable on the dependent variable is analyzed,and the comprehensive effect of each antecedent condition is not analyzed from the overall perspective.In practice,the influencing factors of green technology innovation are not the role of a single factor,but there is a complex causal relationship of "multiple concurrent causes and effects",and the level of high green technology innovation is the result of the combination of some factors.Based on this,this paper starts from the perspective of configuration,reveals the influence of various condition configuration effects on regional green technology innovation in China,and explores the driving mode of generating high green technology innovation level.Based on the TOE(Technology-Organization-Environment)framework,this paper uses the 2017-2019 data of 30 provinces in China as a sample case,and uses the method of fuzzy set qualitative comparative analysis(FSQCA)to study the driving model of regional green technology innovation in China.The study found that:(I)R&D investment is a necessary condition for generating a high level of regional green technology innovation.(II)There are two driving paths for generating high-level green technology innovation: one is the driving model of "combining the introduction and absorption and independent research and development with the help of government subsidies".In this driving model,government subsidies play a central role,and R&D investment and foreign direct investment play a supporting role as marginal conditions;the other is the "independent R&D-driven model relying on environmental regulations".In this driving model,R&D investment,per capita regional GDP and environmental regulation play a central role in the development of regional green technology innovation,while human capital and government subsidies play a complementary role as marginal conditions.(III)There are two configurations that produce non-high green technology innovation.If a region lacks both R&D investment and foreign direct investment,the level of green technology innovation in the region will not be high;if a region lacks government subsidies and human capital at the same time,even under high environmental regulations,the level of green technology innovation in the region will not be high.(IV)There is asymmetry between the results of the regional high green technology innovation level and the non-high green technology innovation level,that is,the complement of the combination of various conditions that produce high-level green technology innovation is not the path to generate non-high green technology innovation. |
