Environmental Regulation,Green Technology Innovation And Industrial Green Development

Under the new situation of our country economy has been transformed by the high speed development to high quality development,as an important support of the national economy,extensive development model of industrial enterprises from the past to the transformation and upgrading of greening has become the inevitable trend,how to solve the problem of environment pollution from industrial development,realize the development of quality improvement,is to conquer the difficulties.In this context,environmental regulation,as an important policy means for the government to carry out environmental control,has become an effective way to stimulate industrial green technology innovation,reduce industrial pollution emissions and promote industrial green development.In this dissertation,the green technology innovation is divided into green innovation,green innovation and green imitation innovation three different paths,first through the literature research,combing related fields based on the Industrial ecology theory,endogenous growth theory under environmental constraints,environmental regulation theory,analyzes the environmental regulation,green technology innovation and interaction mechanism between the development of green industry.Secondly,based on the panel data of China’s provinces from 2007 to 2016,this dissertation measures and analyzes the status quo of regulatory intensity,innovation input and industrial green development.Finally,we empirically examine the transmission mechanism of different green technology innovation paths in environmental regulation on industrial green development.This dissertation finds that: firstly,through different research perspectives,the conclusion of the existing research results is proved that the validity of "Porter Hypothesis" depends on the strength of environmental regulation,and the impact of environmental regulation on different green technology innovation paths and industrial green development is a nonlinear "U" shaped relationship.Secondly,the mediating effect test results show that environmental regulation can make a great influence on industrial green development by stimulating enterprises to conduct independent research and development,imitation and transformation,while technology introduction cannot play a mediating role.Thirdly,threshold effect test results show that under the environmental regulation constraints,green innovation effect on the development of green industry is the first after inhibition,promote the relationship of green innovation effect on the development of green industry is to promote,the relationship between inhibition after first,green imitation innovation effect on the development of green industry is to promote,the relationship between inhibition after first.Fourthly,China is currently in a highintensity environmental regulation policy,and it is the best way to solve environmental problems for enterprises to achieve the goal of greening through independent innovation of green technology.This dissertation recommends: Firstly,the government should give full consi-deration to the actual development needs,set up regulation means with reasonable intensity,strengthen the promoting role of green technology innovation,and promote the green development of industry;We should increase the incentive of independent innovation and guide industrial enterprises to transition from introducing and imitating innovation to independent innovation,so that green independent innovation will become the fundamental driving force of green industrial development in China.Secondly,industrial enterprises should make clear the leading role of independent innovation of green technology in realizing industrial greening,and make good use of the advantages of production process imitation and transformation and foreign green technology introduction in different stages of development to jointly promote industrial green development.The innovation of this dissertation lies in the following aspects: firstly,the classification of green technology innovation paths and the study of their interaction with environmental regulation and industrial green development are conducive to the government’s environmental protection decision-making and the choice of innovation strategies of enterprises.Secondly,it explores whether environmental regulation can act on the process of industrial greening through three innovative paths.Thirdly,it examines the influence of different innovation paths on industrial greening under regulatory constraints,and confirms that technology introduction,imitation and transformation,and then independent R&D and innovation of green technology are the best path to achieve industrial green development.the threshold of environmental regulation intensity is estimated,and the current environmental regulation intensity in China is divided into three ranges: high,medium and low.At present,most provinces and cities in China are already in the policy range of high environmental regulation intensity.
