With the continuous development of cities,the output of urban waste in my country is increasing day by day.On July 1,2019,the "Regulations of Shanghai Municipality on the Management of Domestic Waste" came into effect.Shanghai became the first city in the country to implement mandatory domestic waste classification,making waste classification a hot topic.At the same time,my country’s first-tier cities have increased more employment opportunities,forming an urban siphon effect,attracting people from neighboring and other cities to work in the city.People choose to rent in urban villages in pursuit of low-cost housing,urban villages in first-tier cities accommodate huge populations.In this context,the output of garbage in urban villages has also increased,but the attention paid to garbage classification in urban villages is significantly less than that of other central communities in the city.For this reason,this article is different from most scholars who focus on the transformation of urban villages.From the perspective of governance,it focuses on the neglected urban villages in urban waste classification in my country.This article organizes the data on the general situation of garbage classification in urban villages in first-tier cities in my country,analyzes the current status of garbage classification in urban villages in four major cities.And summarizes the current the problems existing in urban villages in the first-tier cities in my country in the waste classification process include imperfect collection facilities,low formation rate of residents’ source classification,insufficient community mobilization,untimely removal and transportation,mixed waste loading,and low level of waste treatment marketization.The reasons for these problems are analyzed separately from their participating subjects,such as insufficient government investment,insufficient coordination,weak social forces,large flow of residents,low sense of belonging,and insufficient corporate participation to form an industrial chain.This paper attempts to apply the theory of collaborative governance and sustainable development to the solution of waste classification and governance in urban villages in first-tier cities in my country,and provide appropriate suggestions and countermeasures for different subjects.It is hoped that the government,society,enterprises and the public can work together and participate in the governance of the public affairs of urban village household waste classification.Better use of synergy,so as to promote the level of waste sorting and management in first-tier urban villages in my country to synchronize with other central communities in the city.It is hoped that it can provide a certain reference for the environmental governance of urban villages in other cities in my country,and at the same time provide new ideas for my country’s urban governance to truly achieve "good governance",so as to further improve the level of urban waste management in my country,so as to realize resource recycling and better build a beautiful China.
