Research On Equalization Of Basic Medical And Health Services In Qiannan Prefecture

According to the Outline of the Healthy China 2030 Plan,under the principle of giving priority to health and promoting equal access to basic public services in the health field,joint efforts will be made to achieve universal health.The equalization of basic medical and health services is of great significance to the realization of universal health and the promotion of social fairness and harmony.The government is also increasing its efforts in the construction and development of the equalization of basic medical and health services.For Qiannan Prefecture,the equalization of basic medical and health services is similar to that of the whole country,and due to the particularity of its location,there are few empirical studies specifically on the equalization of basic medical and health services in Qiannan Prefecture.Therefore,this paper will conduct a systematic and complete study on the equalization of basic medical and health services in Qiannan Prefecture.First of all,the research results on equalization of basic medical and health services at home and abroad were systematically reviewed to present a relatively clear research process.Related concepts and basic theories of equalization of basic medical and health services are elaborated to support the cause and countermeasures of equalization of basic medical and health services in Qiannan Prefecture.Secondly,an empirical study was conducted on the equalization of basic medical and health services in Qiannan Prefecture from two levels of macro statistical data and micro survey data.Coefficient of variation,Theil index,entropy weight Topsis method and binary Logistic regression were used as measuring tools.Through the research,the status quo of equalization in the input,output and effect of basic medical and health services in Qiannan Prefecture is presented,and it is found that gender,walking time for medical treatment,difference in medical treatment level,satisfaction degree of medical treatment payment and improvement degree of medical service are the main factors affecting the perception of equalization degree of basic medical and health services of urban and rural residents in Qiannan Prefecture.Thirdly,under the goals and requirements of the Party and the government to promote the equalization of basic medical and health services,combined with the equalization status presented by the empirical research,the existing problems of the equalization of basic medical and health services in Qiannan Prefecture were put forward,and the causes were deeply analyzed.The main problems are the imperfect public finance system,the imperfect resource allocation system,the defects of the performance and evaluation system and the lack of systematic reform of the medical and health system.Finally,based on the above analysis,suggestions are put forward to improve the public finance system,improve the resource allocation system,repair the defects of the performance evaluation system,deepen the reform of the medical and health system,etc.,which not only helps realize the equalization of basic medical and health services in Qiannan Prefecture,but also provides reference suggestions for solving similar problems in other similar regions.
