Rural grass-roots medical and health institutions are the "gatekeepers" for the health of the majority of rural residents,Understand and master the achievements of rural grass-roots medical and health institutions in Yunnan Province after the new round of medical reform in terms of service system construction,strengthening of the talent team,and innovative institutional mechanisms;In-depth analysis of existing problems and causes And propose constructive countermeasures;In order to continue to improve the service capacity of primary medical and health institutions in rural areas of Yunnan Province in the following medical reforms,we will lay the foundation for a new level of rural medical and health services in Yunnan.The main research content of this paper.First,since the new medical reform in2009,the policy initiatives such as launching basic public health service projects,building a general practitioner system,and establishing a graded diagnosis and treatment system have been carried out in the top-level design,and promoted the reform and development of rural primary health care institutions in Yunnan Province.Second,it is an analysis of the specific measures taken and the results of the implementation of the service system of rural grassroots medical and health institutions in Yunnan,the establishment of a talent team,the optimization of institutional mechanisms,the improvement of safeguard policies,and the implementation of basic public health services.The third is to explore the changes in the service capacity of rural grassroots medical and health institutions in Yunnan Province by comparing the key indicators of township hospitals and village clinics in Yunnan Province before and after the new medical reform.The fourth is to sort out the problem of restricting the improvement of service capacity at this stage,and analyze the causes and challenges in combination with poverty alleviation,and propose targeted countermeasures.This paper mainly uses three types of research methods.The first is the literature research method.Based on the collection of relevant papers,books,survey reports,news reports,government documents,etc.,based on the research and development of the service capacity of rural primary health care institutions since the new round of medical reform in 2009,based on the existing research results Research perspective and specific content.The second is the case analysis method.Through research and analysis of the specific measures taken by Yunnan Province in improving the service capacity of rural primary medical institutions and the specific results received since the launch of a new round of medical reform in 2009,we have further summarized the effective practices.The third is the live interview method.In the province,3 counties were selected according to geographical location and socio-economic development,and then each township was selected to operate a total of 3 township health centers,3 health centers,health management bureaus,township hospitals.Long,medical staff of the hospital,rural doctors conducted on-site interviews.The main findings are:Since the new medical reform,Yunnan Province has basically established a rural grassroots medical and health service system in the province through continuous investment,reform of the management system,and optimization of incentive mechanisms.The basic medical service level has improved,and basic public health services have achieved certain results.It solves the problem of “difficult medical treatment” for rural residents,and the basic health of rural residents is basically guaranteed;However,the quality of rural grassroots medical and health talents is still not high enough.The infrastructure,medical equipment and informatization construction cannot meet the needs of business development.There is still a certain gap between the level of basic medical care and basic public health services and the needs of rural residents.
