| As droughts,floods and fluctuations in agricultural markets,the disease is considered to be the main cause of poverty in rural societies in developing countries.Rural residents in western China are more likely to suffer from disease due to their living environment,lifestyle habits,health status and personal savings,as well as their less developed economy and lower-income levels,making them a high-risk group for poverty due to disease.Therefore,it is of great relevance to study the mechanisms of illness-related poverty among rural residents in western China and the governance path.Based on health poverty theory and anti-poverty theory,this study draws on the literature and research findings on health and income inequalities and catastrophic health expenditures to clarify the interplay between health and income and the meaning of catastrophic health expenditures.In this study,to investigate the impact of incurring catastrophic health expenditure on the income level of residents in Western China over the subsequent period,a breakpoint regression model was used,employing panel data from the Chinese Family Panel Studies(CFPS)data for two periods,2016 and 2018,to select a health care consumption ratio of 40%or more as the occurrence of catastrophic health expenditure,and the results of the breakpoint regression showed that those who incurred catastrophic health expenditure in 2016 health expenditure had significantly lower income levels in 2018 than those who did not incur catastrophic health expenditure.Because of the variability in income,the study divided the population into three groups:high,middle and low income,and conducted separate breakpoint regression analyses.The results found that there was no significant change in the high-income group,the middle-income group with catastrophic health expenditures experienced a decrease in income levels in 2018 by paying excessive out-of-pocket medical costs,and the low-income group with catastrophic health expenditures experienced a decrease in income levels in 2018 by having poorer health status.At the same time,the study also analyzes the poverty reduction effect of my country’s medical insurance policy on people of different income levels in western rural areas after integrating the factor of "whether catastrophic health expenditures occur" through the double difference method of propensity matching scores.The final study found that the medical insurance policy has a poverty reduction effect on low-and middle-income groups and has the greatest impact on low-income groups with catastrophic health expenditures.This study suggests that in the face of the health and poverty of rural residents in western China,relevant government departments should strengthen policy support for people who have catastrophic health expenditures,reduce income gaps,and focus on the "four types" of people.According to the poverty of income groups at all levels The reason is to provide targeted poverty alleviation,improve the western rural medical security system,encourage and support low-income residents to participate in medical insurance.at the same time,it is important to improve the health care system in rural areas in the west to enhance the access of rural residents to health care services,so as to achieve the goal of health for all. |
