With the deepening of China’s aging population,elderly care has become an important theme of social development.According to the seventh census data of Changchun City,the population aged 60 and above accounted for 20.85% of the total population of the city,of which the population aged 65 and above accounted for 14.15% of the total population of the city.Since May 1,2015,Changchun officially launched the implementation of medical care insurance for disabled persons.In June 2016,Changchun was identified as a pilot city.In the pilot stage,the medical care insurance system for disabled persons in Changchun has developed to a certain extent.After more than two years of continuous adjustment and improvement,the protection objects of Changchun medical care insurance are only limited to the severely disabled people who live in designated pension(medical)care institutions.At the end of 2017,Changchun City issued the notice on further promoting the implementation of the pilot long-term care insurance system(hereinafter referred to as the "notice"),which stipulates that the moderately disabled people living in designated pension or nursing care institutions will be included in the medical care insurance.The elderly over85 and under 90 years old who are not completely disabled,and the elderly over 90 years old who are partially disabled and not disabled are included in the scope.Since then,Changchun has expanded the coverage of medical care insurance.Up to now,Changchun has accumulated some experience in the exploration of medical care insurance.Based on the background of aging,this paper selects Changchun as the research area,taking the elderly over 60 as the research object,and studies the implementation effect of medical care insurance(hereinafter referred to as medical care insurance)for disabled people in Changchun from the four dimensions of health status,quality of life,labor supply of family members and family care burden of the elderly over 60.Objective to investigate the implementation effect of medical care insurance through quantitative analysis.The results show that,on the one hand,the elderly have a better understanding of the policy,and the overall implementation effect is relatively good;On the other hand,the personal health and quality of life of the elderly over 60 years old who participated in the medical care insurance were better than those who did not participate in the insurance;The financial and energy burden of the elderly over 60 years old and their families participating in the medical care insurance is less than that of the elderly and their families not participating in the insurance;The labor supply of the children of the elderly over 60 years old who participated in the medical care insurance for the disabled in Changchun is better than that of the elderly and their families who did not participate in the insurance.Accordingly,based on this study,this paper proposes that the medical care insurance system should focus on the uninsured elderly,advocate home care model,establish evaluation mechanism,guide the elderly to actively participate in medical care insurance,and cultivate professional nursing talents.
