Research On The Reform Of The Management System Of The Grassroots CDC

From From the establishment of health and epidemic prevention stations at all levels across the country in 1953,to the start of my country’s health system reform in1997,from the establishment of the China Center for Disease Control and Prevention in 2001,to the start of a new round of medical and health system reform in 2009.From the “Healthy China” strategy proposed in 2017 to the new crown epidemic in2019,my country’s disease prevention and control system has undergone a transformation from a health and epidemic prevention station to a disease control center,and the function of the health law enforcement supervision function has been integrated and separated.The transformation of centralized and integrated disease prevention and control technology services.Since the medical reform in 2009,the phenomenon of "emphasizing treatment and neglecting prevention" has been prominent.Although a large amount of funds has entered,medical institutions are divided into the main part,while the health emergency field and disease control institutions are still struggling.It was not until the end of 2019 that the outbreak of the COVID-19 sounded the alarm for disease control,and it also made everyone deeply aware of the importance of the CDC.At present,the prevention and control of the epidemic has entered the normalization stage.my country has performed well in this fight against the epidemic,but at the same time,it has paid a heavy price.The CDC has exposed many problems,shortcomings,and weaknesses in this process.The voice is getting louder and louder.In the context of advancing the reform of public institutions and the reform of the disease control system,this article starts from the perspective of the management system and takes the grassroots CDC management system as the research object.In the "Overview of the Theory of Holistic Governance-Current Status of the CDC Management System-Existing Problems" Under the logical framework of "Analysis-Countermeasures and Suggestions",the local management system of the CDC at the grassroots level is analyzed for the problems of subject fragmentation,responsibilities fragmentation,mechanism fragmentation,and system fragmentation.In response to the problem,with the improvement of the CDC capability as the guide,we put forward countermeasures and suggestions for changing the local management system to a vertical management system,which is specifically divided into four dimensions: institutional setting,responsibilities configuration,operation mechanism and management system Implementation,including implementation of vertical management,definition of duties and powers,improvement of coordination mechanisms,improvement of management systems and other countermeasures and suggestions.Promoting the reform of the disease control system and solving the problem of "fragmentation" in the management system of grassroots disease control centers is of great significance for accelerating the improvement of the disease control efficiency of grassroots disease control centers and promoting the modernization of the disease control system.
