| Since the reform and opening,China’s medical and health service has made great progress,basically established a medical and health service system that covering both urban and rural residents,progressively realized further expansion of medical insurance coverage,continuously enhancing the level of disease prevention and control,steadily improved the health technology,and it also significantly improved people’s health level.However,even medical and health service has made significant progress,it also faces the contradiction that the people’s multi-level and diversified health needs are not in line with the requirements of coordinated economic and social development.Among them,the imperfect hospital management system and operation mechanism is one of the manifestations of the problem.As an important part of the hospital management system,scientific research management system,while promoting the healthy development of scientific research activities,is also responsible for the important mission of improving the level of hospital scientific research.Therefore,this thesis examines the problems of scientific research management in L City R Hospital from the perspective of scientific research management system.Based on the background of new medical reform,this thesis puts forward the study methods and basic framework of it on the basis of sorting out the theoretical studies about research management at home and abroad,also takes the expectation theory and public value theory as the theoretical basis,combined with the relevant references of research management at home and abroad.Then this thesis mainly investigates R hospital in L City by means of questionnaire survey.The current situation of research management system in L city R hospital was understood from the basic situation of research staff,the basic situation of research staff participation in research,the evaluation of research management by research staff and the view of research incentive mechanism by research staff,etc.The data obtained from the questionnaire survey were analyzed,and the analysis results found the following problems in research management system in L city R hospital: the research evaluation and incentive mechanism is not sound,the conversion rate of research results is low,it has a serious "information island" phenomenon among the research management departments,the research management team construction is not high,and the research integrity management work is slow.By analyzing the causes of the problems,compiling the experiences worthy of reference,and finally proposing the optimization path of scientific research management system in public hospitals with regard to the problems,including: Promoting research evaluation system and incentive mechanism;Establishing a sound system for the transformation of scientific and technological achievements;Accelerating the process of informationization of scientific research management;Accelerating the professionalisation of research managers;Improving research integrity management system.The aim is to find a new path that will enable R Hospital and even China’s public hospitals to develop with high quality and provide feasible ideas for optimizing the research management system of public hospitals,as well as providing a basis for other public hospitals to learn from research management to some extent. |
