Linyi Grass-roots Medical And Health Institutions Research On Service Promotion Strategy

With the development of society and the progress of The Times,China’s economic level has been improved year by year,and the quality of life of rural residents has also been significantly improved,so medical services pay more attention to their professionalism.In2009,Opinions on Deepening the Reform of the Medical and health system was officially published,and since then,China has officially begun to implement the reform of the medical and health system.The reform aims to further develop rural medical and health services,mainly targeting the medical and health work system of county-level medical institutions,township hospitals and village-level hospitals.The Guidelines on Strengthening Reform and Innovation and Accelerating Agricultural Modernization were officially released in 2015,which clearly stated a series of construction requirements,including improving the level of public health and township doctors’ teams,and enhancing the effectiveness of rural social work,so as to improve the satisfaction of the public.In the whole medical and health system,grassroots medical and health institutions occupy a very important position.As the main object of China’s medical and health system reform,grassroots medical and health institutions need to fundamentally improve public health services and medical services.In order to reduce the gap between urban and rural areas in public health services,the fundamental lies in the development of grassroots medical and health services,which is the main way for the government to provide basic medical services,but also an important way to promote rural basic medical services.As the central city of Shandong province approved by The State Council,Linyi has made great progress and development in basic medical and health undertakings in infrastructure,diagnosis and treatment equipment,talent training and other aspects,but with the continuous advancement of medical system reform,also exposed some new problems faced by basic medical construction.In order to improve the service strategy of primary medical and health institutions in Linyi City,the author studied the service management of domestic and foreign medical and health institutions,according to the situation as the starting point of this study;Then study summarizes current grassroots health institutions service measures for the administration of linyi,take sample survey method of linyi city LAN,to reduce the lanling town,large secondary rural grassroots medical institutions through analyzing the current situation of service management,found the linyi city grassroots medical institutions service management still has many problems,For example,facilities supply is insufficient,supervision functions are not implemented in place,service personnel are not professional,service matching funds gap is large and so on.Finally aiming at above problems,and through learning,analyzing the successful experience of medical and health service management both at home and abroad,in combination with the practical situation of linyi city,put forward the following Suggestions:strengthen the supply of basic health service resources,promote medical service system in urban and rural integration,and improve the basic medical and health institutions service talent cultivation mechanism and increase the intensity of fiscal subsidies and into the social capital.
