Research On Service Capacity Improvement Of Community Medical Institutions In Z

During the 13 th five-year Plan period,city Z achieved remarkable results in medical and health undertakings.The work of medical reform was commended by the State Council and experience was exchanged across the country.However,because of the government’s policy,financial investment,system failure and other reasons,the development of primary health care is relatively backward,the most prominent performance is the grass-roots medical and health services and the increasing demand for medical and health care increasingly prominent contradictions.In this study,we investigated some township hospitals,community health service centers and village clinics,consulted the files of county health authorities,interviewed some related personnel and carried out questionnaire survey,focusing on the evaluation criteria of the service capacity of primary-level medical and health institutions in the activities of“High-quality grass-roots service lines”,it is found that there are some problems in the service capacity of the primary-level medical and health institutions in City Z,such as the supporting infrastructure and medical equipment allocation can not meet the actual demand,the imbalance of the talent team structure,the insufficient operation funds,and the unimplemented diagnosis and treatment system of“First diagnosis and classified treatment at the primary level”,the main reasons lie in the insufficient government investment,the imperfect system mechanism,the talent management mechanism failure and so on.Based on the knowledge of Public Management and the reality of Z city,this paper puts forward some countermeasures,such as increasing government investment to improve the fund guarantee,increasing policy preference to improve the construction of system and mechanism,and strengthening the construction of grass-roots talents team,etc.,to provide a reference for improving the service capacity of the basic-level medical and health institutions in Z city.
