Serious diseases are a persistent source of poverty.In China AIDS is a serious disease in the form of medical security into the category.In the mechanism of poverty,AIDS and other serious diseases have certain similarities,both of which will change the income and expenditure structure of patients and their families due to increased medical expenditures and reduced production capacity of patients,become possible factors that cause poverty;However,compared with some other serious diseases,AIDS has its particularity.People with AIDS are more vulnerable to extensive social discrimination and severe social exclusion,resulting in the rapid loss of social capital of this group,further leading to the loss of survival opportunities and self-confidence.At present,the average time from HIV infection to complete disability for AIDS patients is 6 to 8 years.Due to the loss of survival opportunities and confidence in development,the potential of AIDS patients to obtain income and resist poverty is buried during this period of time,forming a comparative difference in the risk of anti-poverty with critically ill patients.Special treatment is necessary.It has been 26 years since the first case of the HIV carrier detected until the end of2021.In the past 26 years,the number of AIDS patients in this area has been growing steadily,and it has become one of the areas with the highest HIV infection rate among the whole population of China.The infected people in the county are mainly young and middle-aged adults in rural areas;The number of newly infected women in recent years is higher than that of men;The education level of the infected population is generally low;The main way of transmission is sexual intercourse;There are many poor people in this group,and their ability to resist economic risks is low;Married people have more children.The risk of returning to poverty among AIDS patients mainly comes from three aspects.First,the decline in labor capacity.With the continuation of the disease,AIDS patients can bear the intensity of labor,the labor intensity and labor hours that AIDS patients can bear will be weakened to varying degrees,showing a downward trend on the whole.Especially,such as AIDS patients are combined with other diseases,the ability to work will drop off.The second is increased spending.The medical expenditure will increase,and other costs such as nutrition and transportation will grow.The third is the increased possibility of social isolation,not only unable to get the normal development opportunities,but also losing the normal confidence of self-development.In combating the group’s return to poverty,the T county government and social organizations adjusted the government’s organizational structure and division of responsibilities,actively explored new models of poverty alleviation,built employment platforms,and provided social security services.Inheriting the dregs of traditional culture,insufficient protection of privacy rights,and too single poverty alleviation methods have led to the difficulty in achieving the expected effect of poverty alleviation,showing poor implementation results of poverty alleviation policies,continuous compression of the living space of AIDS population,and difficulty in forming a comprehensive and long-term governance pattern and other defects.Based on the analysis and research,I believe that a more systematic aid system should be established to prevent AIDS population from returning to poverty,which should start from two aspects: internal power development and external resource assistance.The development of internal motivation firstly pays attention to the mental health of AIDS patients,establishes correct self-cognition,improves medical compliance and physical quality,and strengthens vocational skills training to help them integrate into society.External resource assistance emphasizes the high-quality supply of public services,including the optimization of medical care,employment and social intervention,and explores new ways and methods of governance.
