| Since the concept of medical consortium was put forward,it has drawn widely attention by the industry and even all sectors of society.In recent years,the medical consortium has been vigorously implemented in various countries,and has achieved important progress and successful experience.The establishment of medical consortium cast positive effects on the reform of medical system.Meanwhile,it can effectively play the professional and technical advantages of tertiary hospitals,construct the diagnosis and treatment mode of first-visit to community hospitals and two-way referral,which will promote the division and cooperation among medical and health institutions at all levels,and rationally allocate medical and health resources.However,at present,the management of medical consortium in China is still immature,and there is a lack of widely applicable models,operating standards and procedures.All stakeholders sustain a vague understanding of the concept of medical association,which have become our urgent problems to be solved.This paper conduct in-depth researches on the issues related to the Medical Association through literature research,interviews and questionnaires.By questionnaire and interview,we comprehensively recorded the exploration process of medical reform in Shuanggou Town Central Hospital,a grass-roots hospital which is based on the establishment of medical consortium.Facing the multiple predicaments on hospital operation and development,it coincides with the introduction of relevant doctors from the state to provinces and municipalities.The introduction of health care reform policy.Shuanggou Central Hospital has made a decision to establish a close medical complex with the city central hospital.This paper analyses the dilemma faced by Shuanggou Branch and concludes the necessity and feasibility of establishing a medical consortium.Shuanggou Branch Medical Complex was strongly supported by the government and core hospitals in its construction,and finally won the title of "Secondlevel General Hospital".It has achieved remarkable results,such as sustained growth of business indicators,better treatment for medication for residents,remarkable improvement of technical level,and improvement of hospital management system.By means of literature research,this paper also analyzed the current situation,preliminary results and existing problems of the implementation of Shuanggou Branch Medical Consortium.This paper refers to the research viewpoint of stakeholder theory.the stakeholders in the medical consortium are divided into three levels: government,hospital and residents(patients).Firstly,the cognition of hospitals to medical consortium was investigated.Combining with the form of interviews with hospital managers,it was found that in the process of implementing the current medical consortium system in China,there are some problems,such as low awareness of policies,low enthusiasm of medical staff,unsmooth twoway referral channels,uncoordinated interest mechanism and grassroots service.Insufficient service capacity Other questions.To investigate the residents’ understanding,approaches and attitudes towards the medical consortium,and to analyze the reasons affecting the residents’ first-visit institutions and their intention of two-way referral.Based on the above investigation,this paper puts forward the following suggestions: the government should strengthen the toplevel design of the Commonwealth Policy,improve the health fiscal policy,and strengthen the guidance of social propaganda,etc.Hospitals need to rationally distribute internal interests,construct a reasonable operating mechanism,speed up the construction of information technology,pay attention to cultural guidance,improve the two-way referral channels,and strengthen personnel training. |
