Since the establishment and implementation of the national basic drug system,it has experienced the development process of system innovation and continuous improvement of supporting policies,and played a positive role in helping to deepen medical reform,reduce drug prices,and ensure the basic use of drugs by the masses.On the one hand,Heilongjiang province carries out the national spirit,but also pays attention to the local reality,in the aspects of strengthening the allocation and use management,doing a good job in drug use connection between the upper and lower medical institutions,establishing the incentive mechanism for priority use,improving the effective supply capacity,strengthening the quality and safety supervision and so on.Through the continuous revision and improvement of the catalogue of essential drugs,the strict assessment of the proportion of essential drugs purchased by medical and health institutions at all levels,the education and training of clinical medical personnel,and the establishment of restraint mechanism for the production and distribution of drug suppliers,the essential drugs system has made certain achievements in the reform of medical security,the guidance of drug production and supply,and the guidance of rational use of drugs The continuous improvement and development of the system requires the establishment of a set of evaluation system to evaluate the policy-making,implementation process and results of the system,and then put forward corresponding suggestions.Based on the current situation of implementing national essential drug system and the problems existing in the implementation of national essential drug system in medical and health institutions of Heilongjiang Province,this paper designs the framework of evaluation index system of this paper according to the policy framework of essential drug system,and applies the theory of "structure process result",through a large number of literature analysis,expert investigation and research,comparative analysis,experience selection,etc Methods: from three dimensions and ten categories,the evaluation indexes of drug accessibility,basic drug catalog management,drug production and distribution,medical staff’s drug use behavior and the public’s awareness of basic drug system were determined,and the final evaluation indexes were determined by expert survey.Using AHP to determine the weight of each index.At last,50 medical staff and 200 patients were selected to form the survey object,and the questionnaire survey was carried out to evaluate the implementation effect of national essential drug system in Heilongjiang Province.According to the evaluation results,this paper studies the problems existing in the implementation of the basic drug system in Heilongjiang Province,and then puts forward corresponding policy recommendations.
