Study On The Optimization Of L Customs’ Epidemic Control Process

In January 2020,an epidemic of Pneumonia caused by New Coronavirus in Wuhan City,Hubei Province,attracted great attention at home and abroad.As the first post of "strictly guarding the door of the country and preventing foreign imports",China Customs has a heavy mission on its shoulders.The epidemic is a comprehensive test for the new customs to perform its duties in an all-round way.Issue of doing a good job in the prevention and control of the epidemic situation at ports,speeding up the inspection and release of imported epidemic prevention materials,and cracking down on "epidemic borrowing" smuggling are all related to the interests of the people,and the reflection of the voice of the masses.Anti-epidemic is not only a "major test",but also a "stress test" to the Customs.Through this life and death test and real combat class,the Customs should give full play to the vertical management advantages of the paramilitary disciplined forces,strive to improve the ability of Customs control,take effective measures to strictly prevent and control,detect,report and transfer at the first point,standardize the disposal process,and strictly prevent the re-import of overseas cases.The epidemic prevention and control is a practical test of the ability of the Customs to deal with public health emergencies at ports,and the epidemic prevention and control process is a standardized operation procedure from landing passengers of inbound flights to passing through various customs.Then,the scientific and reasonable process is an important guarantee to optimize the personnel allocation and improve the efficiency of customs clearance;it is an important barrier to build a strong national quarantine defense line and prevent the spread of disease.In the past,the original epidemic prevention and control process was too outmoded to adapt to the new situation,so in the new situation,how to adjust and optimize the epidemic prevention and control process has become an important issue that needs urgent thinking and practice.In this paper,L customs inbound inspection site is the research object.Relying on the theories of business process optimization and business process reengineering,this paper redesigns and optimizes the main business links that affect the time limit of the process,such as health declaration card audit,epidemiological investigation,sample collection and transportation in L customs’ existing prevention and control process.Also,the paper designs a relatively scientific and complete new process,so as to improve L Customs’ current human resource shortage,low degree of electronation,and various problems in terms of post communication and coordination.L Customs epidemic prevention and control business process optimization,to achieve the rational use of human resources,effectively shortens the overall process time,and improves the efficiency of customs supervision.Through the above optimization,not only the overall service level and service quality of L customs have been improved,but also the reference for the future epidemic prevention and control work of other customs areas in China has been provided.
