Current Situation And Countermeasures Of Regional Medical Synergy Management In Yanbian Autonomous Prefecture

Regional healthcare collaboration has become a key focus and hotspot in China’s current healthcare reform,and a key initiative in building a new healthcare system in China.However,due to the uneven development of medical standards between and within regions in China,large hospitals with quality health resources are "overcrowded",while there are few patients in grassroots hospitals with relatively scarce resources.In order to build a harmonious medical ecology,the State Council and the National Health Care Commission have issued a series of initiatives,proposing that provinces and cities should coordinate regional health and medical resources through the construction of "medical consortia",improve the medical capacity and service level of grassroots hospitals,and realise the graded treatment model of community first consultation and two-way referral in a step-by-step manner,so as to promote the overall service function of China’s medical system.In accordance with the relevant policies of the state and Jilin province,Yanbian Korean Autonomous Prefecture has formulated an implementation plan for the construction of a medical association,with the aim of forming a hierarchical diagnosis and treatment pattern with primary care at the grassroots level,two-way referral,acute and slow treatment,and upward and downward linkage,and gradually building a medical service system with medical synergy in the Prefecture.However,due to the late start of the construction of the medical association in the less developed areas of ethnic minorities,the basic organizational model and management mechanism of the system have taken shape since its construction in 2016,but the synergy and cooperation among the members of the medical association is still at the stage of loose alliance,and there is a need to further explore effective measures to promote regional medical synergy,so that the citizens in the region can enjoy higher quality medical services.Therefore,the aim of this paper is to investigate and analyze the current situation of regional medical synergy development in Yanbian Prefecture and propose countermeasures and suggestions for further promoting regional medical synergy development in Yanbian Prefecture.This paper re-integrates the regional medical synergy management framework proposed by Chen Bin(2011)based on structural functionalist organization theory and organizational ecology theory,and uses this as a theoretical framework to analyze in detail the current situation of the construction and development of regional medical clusters in Yanbian Prefecture in four dimensions,including organizational synergy management,management synergy,service synergy management and information synergy management.From this analysis,multiple problems are identified,including the loose alliance among members of the medical consortium,the inadequate management mechanism within the consortium,the lack of continuity of medical services,and the low level of sharing of medical information resources.Based on these problems,and drawing on the experience of successful cases at home and abroad,countermeasures and suggestions are put forward to solve the problems of further development of the medical association in Yanbian.Firstly,it is necessary to explore a new model of regional medical synergy of "internal tension-external assistance" and optimise the organizational model of the medical association in Yanbian Prefecture.Secondly,it is necessary to establish a management system with clear powers and responsibilities and improve the performance assessment system in order to promote the effective allocation and synergy of high-quality medical resources.Thirdly,it is necessary to build a "treatment-rehabilitation-long-term care" system by strengthening the construction of grassroots hospitals,which can be built to provide comprehensive and holistic services for patients.Finally,with patients as the center,it is necessary to build and connect various information platforms to ensure the information interconnection and intercommunication among members of the medical confederation.
