Study On Optimization Of Coordination Mechanism Of Voluntary Blood Donation In L City

Blood is the transport line of human body,is the river that sustains human life.The initiative of blood donation without compensation originated from the World Health Organization and the International Red Cross and Red Crescent Movement.The development of blood donation without compensation is an important sign to measure the degree of civilization of a society.Our country promulgated the blood donation law in 1998,great progress has been made in the blood industry,effectively safeguarding and protecting people’s life and health.Voluntary blood donation seems to be the business of medical and health departments,but in fact,all government departments and the public need to participate in order to achieve good promotion effect.As a kind of special public goods,the effective and rational utilization of blood and blood products tests the government’s governance ability and the level of public service supply.How to arouse the enthusiasm of the public to donate blood without compensation needs to start from optimizing the system and mechanism.To modernize China,we should continue to uphold the social management system featuring Party leadership,government responsibility,social coordination,public participation,and rule of law,and modernize China’s governance system and capacity.Optimizing the coordination mechanism of unpaid blood donation is conducive to promoting the high-quality development of blood industry,guaranteeing people’s life safety and health,and conforming to the call of The Times and the development process of social civilization,which is an important content of China’s medical and health industry.This paper takes L City as an example to introduce concepts related to unpaid blood donation.Based on the theory of public goods and the theory of collaborative governance,the construction of collaborative mechanism is divided into four dimensions,namely the"four-dimensional collaborative mechanism" of inter-governmental coordination,hierarchical coordination,government-social coordination and intra-departmental coordination.Through in-depth interview,participatory observation,case analysis and other research methods,this paper summarizes the construction process and operation status of the collaborative mechanism of voluntary blood donation in L City,and finds that in the actual operation of voluntary blood donation in L City,due to the lack of ideological understanding,unsmooth institutional structure,imperfect laws and regulations,opaque blood management and imperfect profit distribution,and other factors,Problems such as poor coordination among government departments,poor coordination between the upper and lower levels,insufficient coordination between the government and the community,and poor coordination within departments were presented.The optimal path of achieving high-level blood station construction was proposed through horizontal connectivity,strengthening coordination among governments,promoting coordinated efforts between cities,counties and townships through vertical connectivity,promoting cooperation and participation of government,social organizations and enterprises through multiple integration,and facilitating internal smooth construction.In order to build a collaborative mechanism for the efficient operation of unpaid blood donation and promote the high quality development and rapid progress of the blood industry.
