[Objective] In order to carry out high-level personnel training in county and city level hospitals,we take a county level hospital in southern Jiangsu as an example.First,we selecte the core indicators for the evaluation of high-level medical talents in the hospital through expert consultation.Then,we analyze the changes of the hospital’s high-level talent quality under the intervention of various personnel training measures.At the same time,we evaluate the selected high-level medical talents according to the high-level talent evaluation scale.Finally,through the questionnaire of awareness and satisfaction,we get the evaluation of hospital health technicians on the policies and measures of high-level personnel training.To sum up,we think about the suggestions of high-level personnel training in county and city level hospitals.[Methods] 1、Statistics of the business volume of the hospital and the change of education background,professional title,age,gender and professional category of health technical personnel from 2014 to 2018 are made,and SPSS18.0 statistical software is used for analysis.2、The questionnaire of high-level personnel training in county and city level three-level hospitals is designed.Two rounds of questionnaire survey are carried out by expert consultation method.SPSS18.0 statistical software is used to calculate the mean value,standard deviation and coefficient of variation of each index.Then Kendall index is used to measure the coordination of expert opinions.The coefficient of variation is used to explain the fluctuation degree of expert opinions on the evaluation of the importance of the index.And the mean value ≥ P50 is used to select the core index.3、This paper makes a vertical comparison of the quantity changes achieved by the core indicators of high-level medical talents in five years(2014-2018),lists the qualified medical and technical personnel in the hospital based on the selected core indicators,and uses the above-mentioned scale to evaluate the value.4、The questionnaire for evaluation of high-level personnel training measures in hospital is designed,and the awareness rate and satisfaction degree of health technical personnel on the cultivation of core indicators of high-level personnel are collected.And test2 is used to show the difference between different groups with P0.05,and the statistical table is used to express the difference.[Results]1、From 2014 to 2018,the number of outpatient visits to hospitals increased by 10.1%.The discharges increased by 19.0%.The number of inpatient operating tables increased by17.3%.The bed usage increased by 6.5 percentage points.Average hospital stay shortened by0.8 days.The coincidence rate of admission and discharge diagnosis is always above 99%.2、From 2014 to 2018,the total number of hospital health technicians increased by13.33%,and the number of people with deputy senior titles or above increased by 53.7%.The number of graduates with master degree or above increased by 49.1%.The age distribution of health technicians is generally stable.There are more medical and nursing staff than other professionals.Female health personnel account for more than 70%.3、In 2018,the number of published SCI papers in hospitals increased by 25 compared with 2014,and the number of published papers in Chinese-level core journals increased by nine.The number of scientific research projects above the provincial level in the hospital has increased by 4,and the number of papers published in Chinese-level core journals has increased by 9.The number of degree committees at and above the provincial level has increased by 12,and the number of honors for special talents has increased by 10.4、The core indicators of basic quality of high-level medical talents in hospitals are "education background" and "technical title".The core indicators of professional quality are "outpatient indicators","surgical indicators","diagnostic rate indicators" and "technical ability indicators".The core indicators of scientific research quality are "paper publishing","scientific research project approval" and "new technology introduction".The core indicators of social influence quality are "industry influence" and "special honor".5、There are 19 qualified high-level talents in the hospital.Among them,4 were excellent,10 were good,and 5 were qualified.6、On the whole,the awareness and satisfaction of the health technical personnel of the hospital to the various measures and policies for the cultivation of high-level medical talents are good,and the awareness and satisfaction of the health technical personnel of different age,title,education background,specialty and working years to the policies and measures are different.[Conclusion]1、The total number of hospital health technicians has increased,and hospital talent recruitment measures have been effective.2、Talents with high academic qualifications and senior titles have raised the hospital level.But there is still a certain gap between the proportion of highly educated talents in the whole hospital and the provincial and municipal tertiary hospitals.The proportion of highly-educated doctors in some departments has not reached the provincial key specialist evaluation standard.The rapid increase in the number of senior titles has caused an imbalance in the proportion structure of hospital titles.3、The medical technical level of high-level talents in the hospital,especially the diagnosis and treatment ability of difficult and critical cases have not yet reached a high level.Improving the level of medical services and improving the ability to diagnose and treat difficult and critical diseases are the focus of hospital development.4、The number of published high-level talent papers in the hospital and the scientific quality of the articles are still lacking.There is still a big gap between the number of scientific research projects and the introduction of new technologies and the level of provincial and municipal tertiary hospitals.High-level medical talents have little influence in professional associations above the provincial level.5、There are differences in the evaluation of high-level talent training policies by health technicians in hospitals of different ages,professional titles,educational backgrounds,majors and working years.The propaganda of the policy is not enough,and the coverage of the policy is not wide.
