Case Study On Counterpart Support To Luhuo County People’s Hospital By Chengdu Second People’s Hospital

Medical counterpart support policy is an important strategy in China’s medical field.It is an important policy to alleviate the difference of medical level between different regions,promote the common development of medical cause,improve the medical level of the whole people,and realize people’s consistent health rights and medical security.From the actual situation,the implementation of medical counterpart support policy plays a very important role in improving the medical technology and service level of primary hospitals.It effectively makes up for the differences in medical level between different regions by establishing a long-term and effective cooperative relationship between urban hospitals and primary hospitals.Both in narrowing the gap of medical level between economically developed areas and remote and backward areas,and in improving the medical environment and residents’ health level,we have made obvious achievements,and formed a relatively mature medical counterpart support mode.As a metropolis,Chengdu’s medical conditions and level have always been at the leading level in Sichuan Province.The second people’s Hospital of Chengdu is one of the key hospitals in Chengdu,with rich medical resources.Based on this,the second people’s Hospital of Chengdu has become the preferred hospital for many patients in Sichuan Province,including a certain number of grassroots patients.The influx of a large number of patients has caused the waste of medical resources and the shortage of medical resources,which makes the problem of "expensive and difficult to see a doctor" more and more obvious.Therefore,it is urgent to implement the "counterpart support" of urban and rural hospitals and strengthen the counterpart support construction of county-level hospitals.Based on the theory of equalization of basic public services,this thesis takes the second people’s Hospital of Chengdu as an example to study how to support Luhuo people’s Hospital by theoretical analysis,literature analysis and empirical analysis.1.Through medical counterpart support,a series of resource allocation mechanism,supervision mechanism and reward mechanism have been implemented,the basic practical ability of the support staff of Chengdu second people’s Hospital has been strengthened to a certain extent;the professional ability and medical service level of the Luhuo people’s Hospital and medical staff have been improved,the problem of "difficult and expensive to see a doctor" has been solved,and the people’s satisfaction with medical and health services has been improved to a certain extent.2.For the existing deficiencies,this paper puts forward some suggestions from five aspects: further strengthening the supervision responsibility of government management departments,establishing a long-term mechanism of counterpart support,clarifying the responsibility subject of counterpart support in urban and rural hospitals,mobilizing the enthusiasm and initiative of support and recipient personnel,and exploring the establishment of nearby support and remote consultation support mode.Chengdu Second People’s Hospital counterpart support Luhuo County People’s hospital is an important practice to effectively implement the national medical counterpart support policy.Through this study,we hope to provide theoretical support for the work of Chengdu Second People’s Hospital counterpart support Luhuo County People’s hospital.
