Research On Matching Support For Urban And Rural Hospitals In The Region

In the new era,the policy of health and health work is "focusing on the grass-roots level".It is a long-term and arduous task to ensure the basic health care,strengthen the grass-roots level and build a mechanism.At present,the matching support of urban and rural hospitals is a kind of help mode with distinct Chinese characteristics in the medical and health field,and it is also the working requirement of the new medical reform.Based on the above background,this paper selects the "Ten thousand doctors sent to the grassroots level" in the region as the case,and uses holistic governance theory,stakeholder theory and the equalization of basic public services to analyze the specific development of the"Ten thousand doctors sent to the grassroots level" matching support in L City,so as to explore the effectiveness,existing problems and reasons behind the matching support for grassroots medical and health services in the region.And draw on advanced experience,put forward specific suggestions,in order to improve the "ten thousand doctors sent to the grassroots" type of matching support,optimize the allocation of medical and health resources and the primary medical and health services in L City,and provide reference for the optimization of the primary medical and health services in other regions.By studying and sorting out literature,this study understood the research results of matching support in the medical and health field,collected and sorted out relevant materials of L City’s "Ten thousand doctors sent to the grassroots level",and mastered various links and contents of the implementation of "ten thousand doctors sent to the grassroots level".On this basis,questionnaires and interviews were conducted to investigate the policy-makers,implementers and beneficiaries of the "Ten thousand doctors sent to the grassroots level"policy.A total of 613 valid questionnaires were collected and 4 interviews were completed.On the basis of materials and data,"ten thousand doctors sent to the grassroots level" in L City was analyzed.Through research and analysis,due to the lack of interest correlation between urban and rural hospitals,ineffective safeguard measures,imperfect assessment program and slow adjustment and adaptation of support,"Ten thousand doctors go to the grassroots" has problems such as insufficient coordination of stakeholder relationship,large support range and lack of precision,insufficient embedment at the grassroots level and differences in policy implementation effect.In order to solve these problems,this study draws on the advanced experience of Zhejiang Province and Shanghai,and puts forward four suggestions for improving the matching support of urban and rural hospitals in the region and optimizing the grassroots medical and health services in the region,namely,strengthening the top-level design,integrating the support of multiple subjects,making reasonable dynamic adjustment,strengthening the assessment and incentive,etc.
