China’s Participation In Global Health Security Governance:Current Status,Problems And New Solutions

In recent years,research in the field of global governance has made considerable progress,and the scope of global governance theories has continued to expand,involving various non-traditional security governance such as cyberspace security,economic security,and environmental security.Although health security was proposed by the United Nations Development Program in 1994,the topic of this topic is not as popular as other topics.After the outbreak of the new crown epidemic,health and safety have attracted the attention of academic circles and people around the world.This article defines global health security governance as "a common security vision based on the rights to life,health,etc.,of all actors in the world.Under this vision,various strategies and measures are used to resolve actual and potential serious public security issues.Health security threats to achieve a state of security.” Its main governance bodies mainly come from countries,international organizations,non-governmental actors,and the global health security framework.As one of the important participants,China has implemented global health security governance mainly through resolutely maintaining the core position and leadership of the WHO,actively promoting the integration of health security issues into existing multilateral cooperation,and actively participating in external health assistance.participate.However,in this article,the status quo of China’s participation in governance found that China is facing many difficulties in participating in global health security governance.From an objective point of view,the current global health security is faced with conceptual dilemmas,resource dilemmas,and technological dilemmas.The ideological dilemma is mainly manifested in the phenomenon of "life alienation" that is particularly obvious in the Western world,which leads to the lack of solutions and ideas for global health security governance in the face of such dilemmas.The resource dilemma is mainly manifested in developing countries.Due to the imbalance of global development,many developing countries lack sufficient health governance resources to conduct effective global health security governance,and the "barrel effect" reduces the effectiveness of global health security governance.Finally,the uncertainty brought about by advanced technology,the lack of pertinence of technology,and the technical difficulties caused by the failure of sharing technical information are the most common.From a subjective point of view,its own comprehensive national strength is insufficient to cope with many difficulties such as the "Kinderberg trap".my country’s international governance discourse power is not symmetrical with its own comprehensive national power.At the same time,the level of its own scientific and technological research and development needs to be lacking,which also limits China’s further participation in global health security governance.However,in the face of the current dilemmas faced by global health security governance and its own problems,this article believes that my country has explored some active solutions,such as the “Healthy Silk Road” and the“Community of Shared Future for Mankind”,which have global Sexual meaning,health and safety guidance concept.However,this article believes that the "Human Health and Health Community" is the most effective solution for global health security governance.Through the research of official speeches and documents,it is found that the "Human Health Community" demonstrates the concept of "Community of Destiny",the concept of health and safety,and the concept of human health.At the same time,it also contains profound theoretical connotations such as the "Great Harmony of the World" in the Chinese tradition,the Marxist theory of life,and the cosmopolitan idea of global distribution justice.Therefore,through the "community of destiny" to overcome the dilemma of "life alienation";"distribution justice" to alleviate the problem of insufficient health resources in developing countries;finally to overcome the lack of technology.In this way,adhering to the "Human Health and Health Community" can properly solve the current global health security dilemma,especially the current "new crown" epidemic crisis.Therefore,the "Human Health and Health Community" not only contributes to the innovation of my country’s health security governance,but also helps to better apply Chinese solutions to the current health security governance dilemma,thereby contributing to the construction of a Chinese discourse system for global governance.
