Study On Sustainable Participation Of Social Organizations In Health Poverty Alleviation Strategies In Anhui Province

Background: In 2020,as China achieves a comprehensive victory in the battle against poverty,poverty alleviation will shift from addressing absolute poverty to addressing relative poverty,and the construction of a long-term mechanism for poverty governance remains a major issue requiring attention.Further improving the sustainable health poverty alleviation system is conducive to building and securing a health barrier for the poor to return to poverty or become poor due to illness,and to achieve long-term,comprehensive and thorough poverty governance.As an important part of social governance,social organisations are able to reach out to the grassroots to understand the most pressing health needs of the poor,so that they can work on microscopic and specific projects to alleviate poverty through health.In the process of health poverty alleviation,they can make up for the shortcomings of government work,meet the individualised and differentiated needs of different regions and populations,solve the problem of insufficient effectiveness due to the over-emphasis on macro means in allocating resources for poverty alleviation,and to a certain extent overcome the shortcomings of health poverty alleviation brought about by market competition that is not entirely fair and open.Objective: This study conducts a comprehensive and in-depth discussion on the theories related to poverty alleviation by social organisations,the ways and contents of participation in health poverty alleviation,analyses and clarifies the difficulties faced by social organisations in health poverty alleviation in Anhui Province,identifies the advantages of social organisations in the field of health poverty alleviation in Anhui Province,explores the strategies and paths for sustainable participation of social organisations in the field of health poverty alleviation,synthesises the above findings,stimulates the great advantages of social organisations’ participation in health poverty alleviation,and provides policy recommendations for the achievement of the goal of poverty eradication and the construction of a long-term mechanism for poverty governance.Method:This paper uses literature-policy analysis,semi-structured interviews,typical case analysis,and rooting theory to study the participation of social organizations in health poverty alleviation in Anhui Province.The quantitative information was obtained from the data related to poverty alleviation in the social organization management system of Anhui Civil Affairs Department,which contains the number of social organizations involved in poverty alleviation,organization types,project types,number of beneficiaries,and poverty alleviation contents in Anhui Province during the period from 2018 to 2020.The qualitative study used a theoretical sampling method to select 21 interviewees,including 16 staff members of provincial and county-level Civil Affairs Bureau,Health and Health Commission,Health Insurance Bureau,and Rural Revitalization Bureau with experience in social organization management and health poverty alleviation work,as well as 5 managers and project executives of relevant social organizations.Semi-structured interviews were used,including both individual indepth interviews and focus group interviews.Result:From 2018 to 2020,the overall number of social organisations in Anhui Province remains at over 30,000,and the total number of social organisations is increasing each year,but very few of them are involved in health poverty alleviation,with only 0.12% of social organisations participating in 2018 and only 0.38% of the overall in 2019,although the number of social organisations participating has increased in 2019.2020 Only 0.06% of the overall number of social organisations are involved in health poverty alleviation.The total number of health poverty alleviation projects among social organisations is relatively small,not exceeding 20% from 2018 to 2020.However,the number of beneficiaries of health poverty alleviation is relatively high,and in 2019,the number of beneficiaries of health poverty alleviation by social organisations accounts for 70.17% of the total number of beneficiaries of social organisations participating in poverty alleviation.Nearly half of the social organisations involved in health poverty alleviation were health,medical,health and other related professional social organisations.The methods of health poverty alleviation include financial support,charity clinics,training of grassroots health personnel,construction of basic health facilities,health education,donation of instruments and equipment,free medical check-ups and medical fee waivers.A typical case study of H Foundation,Y Society and G Foundation in Anhui Province was conducted to understand the ways of participation and effectiveness.Through in-depth interviews,we understand that the advantages of social organisations in the field of health poverty alleviation are mainly in their ability to make up for the lack of government power,their strong mobilisation ability and innovative advantages,their understanding of grassroots needs and the efficiency of resource allocation.Through rooted theoretical research,the core of sustainable participation of social organisations in health poverty alleviation is outlined,and the influencing factors of sustainable participation of social organisations in health poverty alleviation are distilled into "social factors","government factors" and "health poverty alleviation factors".The four core categories are "health poverty alleviation factors" and "organisational factors".Conclusion:At present,the total number of social organisations in Anhui Province is increasing every year,but the total number of social organisations involved in health poverty alleviation and health poverty alleviation projects is relatively small.Due to the special nature of health poverty alleviation,nearly half of the social organisations involved in health poverty alleviation are social organisations of health,medical,health and other related professions.This study constructs a theoretical model of the influencing factors for the sustainable participation of social organisations in health poverty alleviation in Anhui Province,and proposes policy recommendations for the dilemmas faced by social organisations in sustainable participation in health poverty alleviation,which provides good suggestions and experiences to better play the role of social organisations in the field of health poverty alleviation and develop new ways of health poverty alleviation.
