Research On The Efficiency Of Rural Public Cultural Service Supply In Aletai

At present,with the economic and social development in Xinjiang,the demand for culture by the masses is growing day by day.With the vigorous advocacy and support of national policies,the great development of cultural undertakings and cultural industries get fast development,to some extent,satisfied the masses growing cultural needs.And because of historical factors and economic factors and other reasons,leading to the construction of public cultural services in rural areas behind the city.How to effectively improve the supply efficiency of rural public cultural services is not only related to the economic and cultural development in rural areas but also to the stability of the country and the long-term peace and stability in society.In this study,first of all,using the literature method,through the reading of the literature both at home and abroad,master and analyze the existing research foundation,build a research framework.Secondly,Through questionnaire survey,this paper investigates the actual situation of rural public cultural services in Aletai County of Xinjiang and the demand and supply status of rural public cultural services by descriptive analysis,and discusses the existing problems in the supply of public cultural services in rural areas through questionnaires.Then,by using the principle of input and output in economics,this paper uses data envelopment analysis to evaluate the efficiency of rural public cultural services in Aletai and summarizes the insufficient output of rural public cultural services in Aletai.Finally,with the related theories of new public service,public governance theory and public product theory,the author puts forward corresponding countermeasures and suggestions in order to provide reference for improving the supply efficiency of rural public cultural services and formulating an effective and effective rural public cultural service policy.This study suggests that the supply of rural public cultural services mainly from the three levels of people,money and material;Talent,we must increase the rural public cultural service personnel team;financially,we must give play to the leading role of government,improve fiscal policy;As for the supply of public goods,we should establish a model for the government-led diversified subjects to participate in the supply of services.
