Mahu prefecture is an important area of ethnic migration, exchanges and integration, and a center of ethnic exchanges. In this area, there were ancient Shu people,Bo people,Sou people,Lao people. After a long period of migration and integration,to the Tang and Song dynasties, mainly for "Man",later developed into "Luoluo" in the Yuan dynasty,in the Ming and Qing dynasties known as "Yi ".Because the area was connected with the Han people’s settlement area, the Han continuously entered the area.In the Ming and Qing dynasties, the Yi and Han lived together, which had a great impact on the area. This area is connected with Daliang mountain and Yunnan ethnic minority area, with convenient roads and steep terrain.Building a city and setting up an army here can make it an important town to the southwest, which is of strategic political and military significance.According to the change of the management mode of the ethnic areas in the past dynasties, the area experienced the historical development of county establishment in the Qin and Han dynasties,Jimi prefecture in the Tang and Song dynasties,Mahu prefecture in the Yuan and Ming dynasties, and the county transformation from government to government in the Qing dynasty.Under the background of the increasing centralization of the autocracy in the Ming and Qing dynasties, the central government took many measures to strengthen the control over the ethnic areas, gradually abolished the loose management system in the ethnic areas, and promoted the realization of the same system between the ethnic areas and the Han areas. The central government weakened the power of the chieftain of Mahu prefecture and strengthened the management of the central government by improving and strengthening the chieftain system, reintegrating the land, setting up new counties and towns, and adding military fortresses, and the government withdrew the prefecture and left the county in 1727.It shows the strengthening process of the administration of Mahu prefecture in Ming and Qing dynasties and the dynamic change process of the relationship between the central government and Mahu prefecture. After the foundation of the development of the Yuan dynasty, the politics, economyand culture of the government changed in the Ming and Qing dynasties. The establishment of the grass-roots management system and the development of economy have brought about the prosperity of culture. The scope and content of ethnic exchanges within the government and between ethnic groups in other areas have been expanded.Due to the influence of population distribution, geographical environment, regional economic development and other factors, the development of the government is unbalanced. For a long time, the Yi in Mahu prefecture lived together with the Han.This transformation has been involved in many aspects of the life of the barbarians, and there is a higher degree of coincidence between the concept of education, the concept of rites and righteousness, the concept of name and the concept of the Han.In terms of religious belief, they still keep their own beliefs, but gradually accept Buddhism and Taoism, religious diversity. The development and change of the culture of the barbarians is closely related to the ethnic environment in which the barbarians and the Han people lived together and the cultural policy carried out for a long time. But the key is to recognize, accept and absorb the foreign culture. The development of ethnic areas is the result of a long period of historical development and ethnic integration. After the foundation of the development of the previous generation, the development of Mahu prefecture was transformed in the political, economic, cultural and ethnic exchanges during the Ming and Qing dynasties. It was 356 years from its establishment to its cancellation.Based on the time line, the political, economic, cultural and ethnic exchanges in the house were analyzed and studied in the context of the Ming and Qing dynasties, and from the perspective of ethnic development and regional development. The purpose of this paper is to outline the development of Mahu prefecture, which is a mixed area of the Han and Yi,and to highlight the characteristics of ethnic communication and development in Mahu prefecture during the Ming and Qing dynasties.
