Chinese economy is shifting from a stage of rapid growth to another stage of high-quality development while innovation,intelligence and servitization have become the new kinetic energy of organizational development.Faced with the complex and changeable external environment and the risk challenge of uncertain factors,voice behavior and voice endorsement play a positive role in improving the competitive advantage,organizational innovation ability and decision-making quality of enterprises.Most of the existing studies are based on the cultural context of Western individualism,which either pays attention to the relationship between personal factors from leadership(decision-makers’)style or emotions and voice endorsement or regard leaders and employees as independent unit with using the personality traits(such as self-confidence,professionalism,etc.or the intimacy between them etc.)of the employees as a decision indicator for whether the leader adopts the advice.As a result,the formation mechanism of voice behavior and voice endorsement is separated from each other,and they can not form an effective closed cycle,and thus it is difficult to form the co-governance under the open cultural atmosphere in a long-term evolution.In order to solve the above research limitations,management experts are paying more and more attention to the research on the relationship between cultural context and organizational behavior in the special context of China.Different from the"personal orientation" of the members in the Western society,the members of the Chinese society deeply influenced by the Confucian culture have obvious characteristics of "social orientation".The rite order is a social reality of non-action politics constructed and formed during the development of Confucian culture.And the characteristics of autonomy and interaction reflected in its ethical logic and operating mechanism are of enlightening significance for the construction of the integrated model of "voice endorsement-voice behavior" behavior system with the joint participation and interaction of leaders and employees.However,in the context of Confucian relational culture,there is a lack of research on the integration of voice and voice endorsement.Consequently,this paper takes the influence of Confucian cultural context on Chinese organizational behavior as a breakthrough point.From the perspective of rite order in Confucian culture,this paper attempts to construct an organizational behavior analysis framework based on the logic of"culture-ethics-psychology-behavior" and a theory of voice endorsement by leaders with more local compatibility and integrated vision.The research shows that in the context of rite culture,from the connotation of ethic-based situation,the role identification mechanism centered on individual self of organizational members which based on "organization,individual and relationship"is formed from the connection of leaders and employees and then under the influence of traditional values and institutional factors,the perception of "mutualistic symbiosis" between individuals and organizations is gradually formed resulting in the dynamic generation process of continuous interaction between voice endorsement and voice.The research results of this paper can provide the following management enlightenment:(1)organizations should attach importance to the role of ethical factors in arousing members’ rational consciousness of reciprocal behaviors and improve the cultivation mechanism and strengthen the role cognition and behavior guidance of leaders;(2)the upper and lower levels of the organization can jointly build an open,equal,harmonious and diverse organizational voice atmosphere through interactive influence,and increase the discourse power of employees to solve the problem of employees’ marginalization;(3)by enhancing the recognition degree of organization members to the organization and among members,it promotes the organic cycle of the upper and lower members’ mutual empowerment around the common goal,and gradually forms a continuous and dynamic symbiotic outcome.This study interprets the organizational phenomenon of voice behavior by employees and voice endorsement by leaders from the cultural perspective of rite order and breaks through the theoretical limitations of existing studies that regard voice and voice endorsement as separation,which contributes to the construction of local voice endorsement theory with more local compatibility and practice orientation.And it breaks through the management dilemma of leadership centralization in modern enterprise environment,which leads to increasingly serious democratic problems in organizational practice,at the same time,the mutual trust between leaders and employees is improved so as to promote the generation of organizational ownership behavior of employees to enhance the autonomy of participatory management and self-management,which is of guiding significance for improving the decision-making quality and leadership level of Chinese enterprises in the uncertain environment.In the future research,the specific manifestation and internal mechanism of voice endorsement by leaders under the subdivision of different organizational structures,systems and other dimensions can be considered.Besides,based on the theoretical model of "voice behavior-voice endorsement",this paper explores voice solicitation that the leadership initiative behavior and constructs the closed circle of "voice solicitation-voice behavior-voice endorsement".
